The statutes of the future Association of municipalities of A Coruña They have been approved by a comfortable majority and provisionally in the Assembly held today in the University Auditorium. By 83 votes in favor, 27 against -those from Alternativa dos Veciños- and 7 abstentions -those from BNG councilors-. This is one more step towards the dissolution of the Consorcio das Mariñas and its conversion into a Mancomunidad.
The mayor of Abegondo, Santiso Miramontes, urged Oleiros to approve the statutes in plenary session so that the rest of the councils abide by their decision of whether or not they want to be part of the Commonwealth. He does not understand the position of his counterpart from Potters: “I would not understand, because if we had not called the assembly, if Alternativa had told us that it did not agree, we would not have called it, it would be a frightening ridicule, squaring the circle in the consortium is absolutely impossible to do”
The Oleirense councilor, Garcia Seoane, who did not sit at the table of the presidency and intervened from the seat area, said that the chosen formula of representation has not been respected. “We have to liquidate the consortium and know a lot of things before making the decision to create a commonwealth, we are in favor of its creation but not in any way or skipping the bullfight a lot of obligations that are contained in the laws “He said.
The session was attended by 117 councilors out of a total of 136 belonging to the eight municipalities of the Coruña area. For the PP, the former mayor of Carral, José Luís Fernández Mouriño, for whom it is essential to create the Commonwealth. For the Socialist Party, the councilor of Bergondo, Alejandra Perez, has shown its desire to reach the Metropolitan Area.
The first mayor of Cambre, Oscar Garcia Patiño, from Unión x Cambre, has advocated for consensus to improve services between councils, and his counterpart from Sada, Benito Portela, from Sada Maioría, has stressed the importance of cooperation bridges, regardless of the legal form. On behalf of the BNG, the councilor of Oleiros, Fran Rei, who has defended the metropolitan area as the ideal formula to work together instead of the Commonwealth, has intervened.
In the meeting prior to the assembly, of the 8 municipalities of the Consortium, six voted in favor of its celebration and two abstained. As of their provisional approval, the statutes of the future Commonwealth will be exposed to the public, will be submitted to a report from the Provincial Council and then will be sent to the Xunta’s Local Administration Directorate General. If there are allegations, they will be resolved by the Management Commission and finally they must be ratified in each plenary session for the constitution of the Commonwealth. In the event that one of the eight municipal corporations does not approve the statutes, the Commonwealth may not be constituted.
