The Ministry of Health posted on Tuesday, on the website, the draft of the Vaccination Law, which will remain in public debate until May 20.
Sanctions for parents who do not vaccinate their children have been removed from the project, but without proof of immunization they will not be able to enroll in public schools.
The Minister of Health, Florian Bodog, will hold a press conference on Tuesday, from 14:00, to present more details regarding this project, informs Digi24.
The explanatory memorandum states, among other things, that, according to the Constitution, “the state is obliged to take measures to ensure hygiene and public health” and to prevent disease by infectious diseases, including measures to isolate the sources of disease.
The Romanian state is also obliged by the UN Convention on the Rights of the Child to respect the “best interests of the child”, and the World Health Organization, in order to save millions of lives, recommends vaccination in all member states.
“Romania has been facing in recent years the constant decrease of vaccine coverage for all types of vaccines used. The causes are multiple, from non-presentation to vaccination, refusal of vaccination, to lack of correct information of parents, anti-vaccination campaigns promoted by various groups (. ..)
In addition, in recent years it is difficult to achieve a constant supply of vaccines, due to the small number of producers and production problems (…) Thus, vaccination in Romania has decreased steadily from year to year for all vaccines included in the National Program of Vaccination “, the document also shows, referring to the measles epidemic that has killed 20 people lately.
The bill no longer provides for sanctions for parents who do not vaccinate their children, as provided in the previous draft, but only emphasizes that they are responsible for their health.
But unimmunized children will not be able to enroll in state schools.
“In order to ensure the right to health and education of all children and young people, guaranteed by the state, their enrollment in an educational community will be done only after the presentation of documents certifying the performance of compulsory vaccinations or a recovery scheme to achieve within one year “, it is also specified in the explanatory memorandum.
Also, the draft law establishes the attributions and responsibilities of all actors involved in the process of carrying out vaccination activities, public institutions and civil society.
According to the draft under debate, all health care providers who provide vaccination services will be required to register as health care providers of vaccination in the National Electronic Register of Vaccinations (RENV), within 2 years from the publication of this law.
