The meeting on the start of the 2021/2022 school year took place, chaired by the Minister of Education, Patrizio Bianchi. Present the representative trade union acronyms.
There was talk of the resumption of teaching in presence in September. The meeting with the union representatives follows that of the morning on the preparation of the Security protocol in view of the reopening of the school. The objective of the Ministry is the resumption of teaching in presence in September.
From the data available, according to what has been collected, it appears that the vaccination coverage of school staff is equal to 85.5% on a national basis. The Ministry, as repeatedly stated by Minister Bianchi, records the delay of some regions, presumably due to inaccuracies in the survey procedures.
Bianchi was also satisfied with the response from the students. Overall the Ministry of Education he believes that the world of education has reacted with great responsibility to this phase.
The Minister of Education then underlined the huge resources made in recent months and recalled the experience of the State Exams, carried out in complete safety and the activation of the Summer Plan: “The goal of the entire government is to reopen in attendance in September. The school world reacted responsibly to the vaccination campaign. The government prepared for the recovery in time, allocating a total of more than 1.6 billion to security in recent months. Now we are ready for the school plan that we will share with the Regions and local authorities in a Unified Conference ”.
The Minister took note of the requests made by the trade unions, both on issues strictly related to the reopening in September, and on more general issues. He undertook to speak out for these instances in the appropriate fora, both locally and centrally.
Presumably in a few days the Minister will illustrate the modalities of return in September
In this regard, the CTS recommends “where possible in terms of structural-Iogistic conditions existing in school presidia, paying attention to avoid penalizing teaching in the presence … to maintain interpersonal distancing in a sitting position“. Spacing, therefore, continues to be a priority safety measure.
The impossibility of maintaining the necessary distances in the classrooms, reads the commentary note of the Ministry of Education, however, will not determine the automatic interruption of teaching in the presence but, rather, will require the adoption of other measures, now well known, to prevent contagion. This includes the obligation to wear surgical masks indoors.
In addition, the CTS recommends ensuring compliance with the obligation to wear protective equipment for the airways in particular for unvaccinated people and ensuring the protection of students whose pathological conditions, while allowing school attendance, expose them to greater risks associated with contagion from Covid-19.
NPC: “Return in attendance depends on the vaccination of students and teachers”
Antonello Giannelli, National President of the ANP, speaking in the online meeting with Minister Bianchi, said: “The conditions for a long-term and in-person return essentially depend on the outcome of the vaccination campaign for school staff and students. The alternative to this, it must be clear to everyone, is distance learning. The opinion of the CTS of 12 July is not sufficiently precise and must be translated into concrete indications for schools ”.
“It is also essential” concluded Giannelli “to review the protocol for the management of SARS-CoV 2 cases and outbreaks in schools and that due attention should be paid right now to the problem of tracing cases by the ASLs”.
Anief: “The absence of the Technical Scientific Committee at the technical meeting with the trade unions is sensational”
Marcello Pacifico, president of Anief, speaking in the online meeting with Minister Bianchi, stigmatized the absence of the Scientific Technical Committee from the meeting held in the morning at the Ministry of Education on the security protocol: “We ask for a decisive intervention on school sizing. I disagree with the vaccination obligation, but Europe too, through a Council recommendation, warns us. We ask for a certain answer on the issue of distancing, closely linked to the question of school sizing “.
Gilda: “It is misleading to talk about the compulsory vaccination for teachers”
“We find the debate on the mandatory nature of vaccination against Covid for teachers misleading. If we really want to put Dad in the attic, we cannot reduce the question to this aspect alone, especially if we consider that the percentage of teachers immunized is very high, demonstrating the sense of responsibility that characterizes our category. Among other things, as Minister Bianchi explained, there is no certainty about the real number of teachers who are still missing the vaccination session because some Regions have not yet registered the relative data ”. This was stated by Rino Di Meglio, national coordinator of the Guild of Teachers.
“September is now around the corner and it is saddened to have to note that even this school year will not be characterized by safety due to the usual delays and the inadequacy of the measures adopted. Just as it is very perplexing not to have ever obtained the data on infections in schools, fundamental for any type of decision and always requested by us “.
