Heidelberg – The “Neckarwiese for All” alliance demonstrated on Thursday (July 22nd) against the tightening of the Neckar foreland statute. What are their demands:
The current Neckar foreland statute in Heidelberg regulates what is allowed and what is forbidden on the Neuenheimer Wiese. The previous statutes are now 40 years old; it was revised in 2009. Now the statutes are to be updated again. Some critics think the timing for this is extremely inconvenient. Only a few weeks ago there were riots and riots on the Neckarwiese on the weekend of Pentecost. The city of Heidelberg responded with a residence and alcohol consumption ban, which has since been lifted.
On July 22nd, the Committee on Environmental Protection, Climate and Mobility will deal with the topic. The most important innovations in Heidelberg:
- Quiet times from 11 p.m. to 6 a.m .: At first there was a night’s quiet time on the Neckarwiese from 10 p.m. to 6 a.m., but the city council decided that everything should stay as it is, as the outdoor catering is also open until 11 p.m. The sleep time does not mean that nobody is allowed to stay on the Neckarwiese during this time. According to the Rhein-Neckar-Zeitung (RNZ), the adjustment of the Neckar foreland statute would allow the municipal security service to deal better with “troublemakers”.
- Playing jukeboxes between 11 p.m. and 6 a.m. should be prohibited. This was actually planned for 10 p.m., but did not find a majority in the city councils. Above all, this should serve to protect local residents.
- In the future, three people are to be regarded as a “group”. No number was specified in the previous statutes. Groups are only allowed to stay between 11 p.m. and 6 a.m. if this does not disturb the rest of the night for the residents. According to the RNZ, this should also serve to ensure that the law enforcement officers can take better action in an emergency.

Criticism for the update comes from the alliance “Neckarwiese für alle”: “Criminalizing groups of more than 3 people and a general ban on jukeboxes is unacceptable and shows that nothing has been learned from the mistakes of the stay ban. We expect from the local council that our voice will be heard and that the Neckarvorland statutes will not be tightened in any way, ”said the alliance in a press release.
