– A massive and high wall
On her YouTube channel, Eveline Karlsen has shared about the housing process, from land purchases to drawings and meetings.
In a video from May 2021, she talks about the complaint from the neighbor.
– I have one neighbor who really does not want me to build that house here. That is why the process has taken so much longer.
Neighbor Karlsen talks about having several objections to the construction project.
– The house with a width of 10 meters will appear as a massive and high “wall”. This will intensify when building on two floors with a roof over. And not least when large parts of the plot have to be filled up, the neighbor writes in the complaint, according to TA.
Furthermore, the neighbor must write in the complaint that the house will be experienced as massive and high, and take the evening sun. In addition, the neighbor himself must have been informed by the municipality that two floors were not allowed in connection with a building case in 2013, reports TA.
Despite the complaint, Eveline Karlsen has now received a dispensation from Skien municipality to build two floors. The permit is granted on the condition that the garage shall not be built together with the home.
The current neighbor will not comment on the decision at this time, writes TA. The neighbor has a three-week appeal period.
Will build after the holidays
Karlsen tells VG that she is optimistic.
– All neighbors have the right to complain and express their opinion. I do not ask for permission for anything more than neighbors have been approved before, so I am optimistic and looking forward.
Now she hopes to start the construction project that will become her own dream house soon.
– I hope to start preparation and construction as soon as everything is in place. Maybe after the holiday, Karlsen writes to VG in an SMS.
Skien municipality writes in the assessment of the building case that they believe the house steps nicely into the terrain towards both neighbors, and also notes that the complainant’s home itself has a tower building on two floors that has a roof angle that is not in line with the provisions in the zoning plan for the area.
The plot is located with a view of the Telemark town of Skien.
