In October 2016, the affair caused a stir in Courseulles-sur-Mer (Calvados). In the middle of the city council, while the mini-golf course must be sold (€ 140,000) to the operator, a city councilor outbid (€ 180,000).
The council at first then promises the sale to the elected, but then cancels in the face of the risk, in terms of legality, incurred by the town hall.
The buildings belong to the manager
Almost five years later, mini-golf is returning to the field. Ownership of the 3,350 m plot2 (still at the town hall) is no longer the subject. It was the constructions (restaurant, golf courses, etc.) undertaken by the manager Jean-Pierre Thérèse that created a new dispute. The municipality considered that the buildings were municipal property and also wanted to increase the annual lease from 6,000 to 24,000 €.
On May 28, 2021, the commercial leases court of Caen dismissed the town of Courseulles, for the construction and for the amount of the lease now set at € 8,000.
Anne-Marie Philippeaux, the mayor, evokes “a good result for everyone. The construction belongs to him. Judgment proves him right. “
“I was called a thief”
For Jean-Pierre Thérèse, victory nevertheless tastes bitter. “Five years later, I won and we tell each other everything is fine. But I still tell myself all that for that, ”regrets the owner of Côté Plage who, in 15 years of operation, says he has invested“ more than € 500,000. “
Because for Mr. Thérèse, “the scar is not closed. “. Marked, the manager, sure of his rights, did not understand the legal marathon which proved him right.
At the time of the abortive sale, I took it all over my head when I was the victim. It was the Domaines (State service) which had estimated the land and the City had offered to buy it. However, I was accused at the time of plundering the City, I was treated as a thief.
