The Supreme Audit Office audited the expenses of several State Treasury companies. Effect? Notification to the prosecutor’s office about a suspected crime committed by the management of Totalizator Sportowy. It is about choosing a supplier of 300 gambling terminals, on which the company – according to the Supreme Audit Office – could lose almost PLN 10 million.

In the latest report, the Association traced the expenses of 19 companies in total.
She selected for control “twelve largest entities among sole-shareholder companies of the State Treasury, and also seven companies from various economic sectorsin which blocks of shares / stocks of the State Treasury in the period covered by the control, directly or indirectly, exceeded 50%. “
The audit conclusions are relatively positive. “In 15 out of 19 controlled companies with State Treasury shareholding, procedures for making supply purchases were properly developed, implemented and applied,” writes NIK in a release.
Four other companies argued too little about purchasing or choosing a specific supplier. It is about Energa, Grupa Lotos, Nadwiślańska Spółka Mieszkaniowa and Wojewódzkie Przedsiębiorstwo Robót Drogowych. “Lack of precision in this regard it posed a risk of freedom of conduct“- NIK said.
In the opinion of the Chamber, a much bigger problem is the way of spending funds for some purposes, including in Energa. PGE and Totalizator Sportowy. These companies “excluded (to a different extent) from the use of purchasing procedures such important areas as legal, financial and insurance services, or the purchase of airtime“At the same time, the Supreme Audit Office emphasizes that although the law does not require it, it leads to anomalies. For example, Energa realized as much as 92 percent of its expenses outside the procurement procedures.

At the same time, NIK points out that many companies have deteriorated their financial results in the last year. The reason is, of course, the pandemic that has affected the budgets of many companies.
NIK sees the biggest problem in Totalizator Sportowy. So much so that she has made up her mind upon notification of the prosecutor’s office. Although it happened at the end of last year, the House has only informed about it now.

It is about the purchase procedure of 300 gambling terminals with software and the purchase of a license for the central terminal management system. Moreover, NIK did not like it “waiving part of the contractual penalties for non-performance or improper performance of the contract by this supplier “.
We asked Totalizator Sportowy for a position regarding the notification submitted by NIK. So far, however, we have not received an answer.
