Since 2016, plastic bag consumption for Norwegians has decreased by 105 million bags, but Handelens Miljøfond believes that there are still too many bags in circulation.
Norwegians used 782 million plastic bags last year, according to figures from Handelens Miljøfond, which collects figures from most grocery stores and specialist retailers in Norway.

782 million plastic bags are 22 volume-adjusted percent smaller than in 2016, the figures show. Volume-adjusted means that the figures are adjusted for turnover and inflation in the retail trade, and is a better measure of how efficiently bags are used in the retail trade.

It also corrects for economic conditions in the industry, as it has been for the past year, for example. And Oland believes that more frequent store visits during the corona pandemic are the reason why the decline is not greater.
The goal is to reduce consumption by 50 percent in 2025, measured volume-adjusted towards 2016. Then 302 million fewer bags must be used than in 2016.
– Our encouragement is that people take the carrier bag they already have and use it several times when they go to the store, Oland says.
