A 52-year-old man from the neighboring town of Diepenau was arrested on Thursday afternoon, but the motive for the killings is still unclear, according to police.
Large police forces moved out to the place where the two victims were found.
The gun laws were tightened in Germany after school massacres in 2002 and 2009. Both massacres were carried out with legal weapons.
