“For participatory mental health and psychiatry meetings open to all! “: An open letter addressed to Emmanuel Macron
While Emmanuel Macron announced in January 2021 the holding of Assises for mental health and psychiatry at the end of June, representatives of 16 associations sent him an open letter entitled: “For the Assises of participatory mental health and psychiatry open to all! “. The associations believe they are excluded from the consultations insofar as only two of them currently have the green light to participate in the event.
It is in this context that 16 organizations bringing together concerned people, families, professionals and volunteers, decided to challenge the Head of State on the method of elaboration and preparation of these Assises. Despite several requests, a large part of the signatory organizations are still not involved in the preparation of the consultation. “Meetings which must be held in less than a month and have no visibility on the format or even on the date! », Deplore the associations concerned.

« Open letter to the President of the Republic: For participatory mental health and psychiatry meetings open to all!
Our 16 member associations of Uniopss and member associations of the mental health consultation group, bringing together concerned people, families, professionals and volunteers wish to alert people to the method of development of the Assises de la santé et de la psychiatrie.
The majority of representative associations excluded from the consultation
These Assises, announced in January by the President of the Republic, and scheduled for the end of June are not organized in consultation with our associations, although for several months we have been calling on the public authorities to participate and contribute. Only two associations of representatives of individuals and families are included in the orientation committee of the meeting, composed mainly of representatives of the medical world. In addition, the online consultation, launched in early May, only allows individual participation of individuals, users, families and professionals. Some of our organizations were not involved or even informed of this consultation.
Guarantee a real representation of users and their families in matters of mental health and psychiatry
While the representation of actors in the mental health system is also limited within the National Commission for Psychiatry, we expect participatory mental health and psychiatry meetings open to all. One month before the holding of these meetings, we regret the lack of feedback from the public authorities, of visibility on the program and the organization, and even on the date.
We represent associations of representatives of users and families in mental health, associations managing mental health establishments and social and medico-social establishments and services in the field of mental disability, as well as prevention actors. , promotion of health and the addiction sector, city care and the fight against exclusion. Changes in the offer in psychiatry can only be considered in conjunction with social and medico-social offers and by taking into account the needs and expectations of people and their families, while respecting their rights.
A willingness to make proposals on the 9 priority themes
The health, social and economic crisis has brought to light pre-existing observations: increasing needs, and the insufficiency and inadequacy of the supply. It has increased the mental health problems of the most vulnerable groups. 9 priority themes were announced for these Assises, on which we have proposals in the collective advocacy developed in 2020.
We regret that the program does not include respect for people’s rights, as well as social and medico-social support. People with psychiatric disorders need medical care as much as they need support and accompaniment for access to social life, independent housing, and employment.
We stand ready to participate and contribute to these Assises, provided that a place is made for all the actors by the public authorities ”.
