Release the Hands of the Police on the Allegation of Firli Bahuri’s Gratification

Criminal Investigation Agency (Bareskrim) Police do not want to continue the report submitted by Indonesia Corruption Watch (ICW) related to the alleged receipt of gratuities from the Chairman of the Corruption Eradication Commission (NCP), Commissioner General (Komjen) Firli Bahuri.

Bareskrim instead chose to delegate the report documents to the KPK Supervisory Board (Dewas).

“It has been handled by the KPK Council [pelanggaran etik], we’ll just delegate it there,” said the National Police’s Criminal Investigation Officer, Komjen Agus Andrianto, when confirmed, Friday (4/6).

The KPK Council was previously known to have ruled that Firli violated the code of ethics for using helicopters in September 2020. He was given a light sentence in the form of a written warning II which is valid for six months.

Agus did not clearly state the reason for his refusal to continue the report on the alleged gratification case. He only said that the police did not want to be dragged into the chaos that was going on at the anti-corruption agency.

“Please do not pull the Police. Our energy is focused on helping to accelerate the handling of the Covid-19 pandemic and its accompanying impacts,” he said.

Meanwhile, Tumpak Hatorangan Panggabean, Chairman of the KPK Council, said that his party did not have further authority to explore the documents collected by ICW regarding the alleged receipt of Firli’s gratification.

Tumpak explained that Dewas’ work was completed in 2020 by stating that Firli had violated ethics by renting a helicopter for his personal interests. Dewas, he continued, did not have the authority to investigate alleged violations of corruption.

“Dewas is finished. Dewas only checks ethics. He does not have the authority to examine the criminal,” said Tumpak when contacted by CNNIndonesia.com, Friday (4/6).

He added that Dewas’ job is to check the speed or appropriateness of the event. Then, he revealed, everything was decided in the conclusions read last year.

Therefore, the Dewas cannot carry out a more in-depth examination if there are parties who suspect Firli has received gratuities in the form of discounts from helicopter rentals from private parties.

ICW researcher, Wana Alamsyah, on Thursday (3/6), reported Firli on the alleged gratification case to the Criminal Investigation Unit of the Police. Firli allegedly received a large discount from a vendor who rented out helicopters because it was related to a particular interest.

According to Wana, one of the commissioners from PT APU who provided the lease, was a witness in the trial of the alleged Meikarta corruption case handled by the KPK in 2018. At that time Firli was still serving as the Deputy for Enforcement of the KPK. In this case, the helicopter is rented out for Rp. 7 million for one hour of use.

Meanwhile, compared to data obtained by ICW, the helicopter rental price can reach Rp. 39.1 million per hour and the total that must be paid by Firli is Rp. 172.3 million.

“We received information that the rental price related to the helicopter rental did not match what Firli said during the ethics trial with the Dewas,” said Wana.
