Criminal proceedings begin in Jēkabpils and inspections in Alūksne and Aizkraukle for possible purchase of votes / Article

The State Police has initiated criminal proceedings for possible purchase of votes in the Zemgale region, Jēkabpils, in an interview with the Latvian Television program “Morning Panorama”, Lauris Arājs, Deputy Head of the Main Order Police Department of the State Police, said.

The case was initiated under Article 90 of the Criminal Law on the purchase of votes.

Arājs pointed out that there is another separate case in Jēkabpils polling station, where there is information about possible vote buying. Departmental inspection started.

Violations have also been identified where agitation has taken place during the quiet period – ie no campaign posters have been removed during the quiet period.

Until 12.00, the State Police has received information on several cases when both the rules of pre-election campaigning and public order may have been violated. In two cases – in the districts of Sigulda and Liepāja – persons have conflicted with the members of the election commission. The information received is currently being reviewed and evaluated.

Also, on Saturday, the State Police (VP) started two departmental inspections regarding the possible purchase of votes on the Alūksne and Aizkraukle side, the agency LETA found out the VP.

On Saturday, until 4 pm, five administrative violation proceedings were initiated for violations of the pre-election campaign regulations in various places in the Latgale region, as well as in the Riga region.

Information has also been received regarding the possible purchase of votes in the service area of ​​Aluksne district and in the service area of ​​Aizkraukle district.

The police have also received information about other violations of the rules of pre-election campaigning and public order. The information is currently being verified.

Kristīne Bērziņa, Chairwoman of the Central Election Commission (CEC), said in a special issue of the Latvian Radio program “Krustpunkta” that there are violations of elections every year. And again this year they are no different than usual.

Bērziņa also said that the CEC had not received any reports from election commissions about serious violations.

Illegal influence on the will of voters, including the purchase of votes, as well as deliberately incorrect counting of votes must be reported to the responsible services.

Arājs stressed that for any observed violations in connection with the local elections, call 110 to “not to confuse the electorate”. Within the framework of co-operation, the police may also forward the received information to the State Security Service or the Corruption Prevention and Combating Bureau.

CVK data shows that on election day until 12 o’clock was 9.17% of those entitled to vote voted.

CONTEXT:

This time, the municipal elections took place within the new borders, introducing the county reform, which envisages the establishment of 43 instead of 119 municipalities in Latvia. However, the elections took place in 40 constituencies.

Constitutional courts judgment because of canceled elections in Rēzekne region, where the voting will take place on September 11. Also in September, elections will take place in Varakļāni region, which was initially included in Rēzekne region, but for the time being it has been decided not to add it to other regions, because the Saeima was unable to agree on a decision to execute the Constitutional Court judgment.

In turn, elections will not take place in Riga municipality this year, because the council was elected in extraordinary elections last year and will continue to work until the 2025 elections.
