The government group of the City Council of Cuéllar (PSOE-IU) took the budget modification to deal with the purchase of the convent and the orchard of San Francisco, acquisition that aims to build an auditorium, rehearsal rooms and an exhibition hall in the center of the town. The budget modification was supported by the members of the government team and the councilor of Centrados, Borja Sanz, but It had the rejection of the municipal groups of PP and Citizens, who wielded that municipal liquidity could be put at risk.
This was also stated by the municipal auditor, who in reading the opinion of the information commission in which the modification was studied, charged to the remainder of the treasury, pointed out that it must be taken into account that the execution of the expenditure must be made in the fiscal year 2021, when the fiscal rules are suspended, and that this amount, together with the 1.7 million of the remainder that will be allocated to different investments, can endanger the liquidity of the treasury.
The mayor, Carlos Fraile, recalled that the purchase is for a plot of more than 4,000 square meters in the center of the town, adjacent to a municipal property that is also the church of San Francisco, so from the point of view heritage «it’s more than interesting». On the other hand, he recalled the need for a “dignified” cultural space. The councilor recalled that it can be done this year due to the abolition of fiscal rules and affirmed that the money of the Cuellaranos will not be put at risk, asking that demagoguery not be incurred.
The PP recalled that their vote was not against the audience, but against the budget modification. Its spokesperson, Nuria Fernández, pointed out that the PSOE usually takes care of all important economic matters as a matter of urgency “and in this case even without documentation». He pointed out that the budget modification is 590,000 euros, but the land to be acquired cost 200,000 euros less, so “they are asking us for a blank check for 200,000 euros, because we do not know what they are going to spend them on.”
He also pointed out that the modification is questionable since extraordinary credits are those modifications to the expense budget through which credit is assigned for the realization of a specific and determined expense that cannot be delayed until the following year. «We do not know that specific expense of 200,000 euros», So they decided not to vote in favor.
