These corona rules now apply in Trondheim

The case is being updated.

The regulations apply from the time it is announced in Lovdata on Tuesday.

It is forbidden to have more than two guests at home indoors and five outdoors in the garden or backyard, gyms, swimming pools and the like are closed, with a few exceptions (see below). It will be possible for children and young people under the age of 20 to train in a fitness center where they are a member and if they live in the municipality.

These are the new regulations:

1§ 1 Purpose

The purpose of the regulations is to establish infection control measures to prevent or limit the spread of SARS-CoV-2 in the population and to ensure the maintenance of sufficient capacity in the health and care service during periods when infection rates nationally or locally are rising or high or the potential for infection spread is high.

§ 2 Scope

The regulations apply in Trondheim municipality.

§ 3 Gatherings in private homes

It is not allowed to arrange or attend private gatherings in private homes with more than two guests. This applies correspondingly in gardens, backyards, patios and the like in connection with private homes. Persons protected against coronary heart disease should not be included in the number of two persons. Fully vaccinated persons, persons who have been vaccinated with one dose for at least three weeks and those who have had coronary heart disease in the last six months are considered protected. Even if the number of people is two or less, it is only permitted to arrange or attend private gatherings in rooms that are dimensioned so that all participants can keep at least one meter away. The ban does not apply to private gatherings where all those present are from the same household.

Children in kindergartens and primary schools may have visits from their own cohort and are not counted in the number in the restrictions on social contact.

§ 4 Closure of businesses

The following businesses and locations will be closed

a. Gyms

Still so that the following offers can stay open:

i. outdoor group training for those who live in the municipality

ii. rehabilitation and training offered individually or in small groups with an organizer

iii. individual training and treatment for which an appointment can be booked.

iv. Fitness centers can be open for children and young people under the age of 20, for members who live in Trondheim municipality, the classes must be booked and a distance requirement of 2 meters is maintained during the training. (Additional proposal from Marte Løvik (Sp) unanimously adopted.)

b. Swimming pools, water parks, spa facilities, hotel pools and the like

Still so that the following offers can stay open:

i. school swimming, organized swimming courses and organized swimming training for people under the age of 20 and for top athletes. Appendix PS 0178 / 21-1 | Temporary regulations on infection control measures in Trondheim municipality.

ii. rehabilitation and training offered individually or in small groups with an organizer.

iii. other individual treatment for which an appointment can be booked and where part of the treatment is bathed

c. Amusement parks, bingo halls, gaming halls, playgrounds, bowling alleys and similar places

d Museums

e. Cinema, theater, concert venues and similar cultural, entertainment or leisure activities that gather people indoors.

f. Trade fairs and temporary indoor markets

Public places and businesses where organized culture, sports and leisure activities can take place open to children and young people under the age of 20, outdoor activities for adults and organized training indoors and outdoors for top athletes.

The presidency also adopted a supplement proposed by Mona Berger: Volunteer and public enterprises, and public places where organized culture – sports – and leisure activities can be open to:

– Children and young people under 20 years.

– Outdoor activity for adults.

– Organized training indoors and outdoors for top athletes.

§ 5 Prohibition of events

It is not allowed to conduct events except

a. Funerals, funerals and ceremonies at graves with up to 50 people present

b. Other philosophical gatherings and ceremonies in religious and philosophical houses, including ceremonies at weddings, baptisms and confirmations, with up to 20 people present

c. Digital events with a maximum of five people present, in addition to performers and other necessary production personnel.

d. Outdoor training matches and league matches in football’s top two divisions women and men, without the audience present.

e. Outdoor training matches and league matches in football’s top two divisions for women and men, as well as the Post Nord league, without the audience present.

f. Series and NM finals in top handball for women, promotion and relegation qualifiers for the REMA 1000 league, as well as necessary training matches in preparation for this, without the audience present.

§ 6 Order for home office

Employers must ensure that employees work from home as far as is practically possible. Employers must be able to document that the employees have been notified of how this is to be carried out in the company.

§ 7 Stop drinking

Restaurants that have a liquor license in accordance with Chapters 4 and 5 of the Alcohol Act shall not exercise the liquor license.

§ 8 Educational and educational institutions

Universities, colleges and vocational colleges must keep their premises closed to pupils and students, so that teaching takes place digitally. The same applies to premises used for course activities under study associations and Competence plus.

Libraries and reading rooms in the premises can still be kept open. The institutions may make exceptions to the requirement in the first paragraph if access to the premises is crucial for students who are dependent on experiments or skills training that cannot be carried out digitally, and this is necessary to maintain progression in the study. This does not apply to student unions and Competence plus.

Ordinary teaching in small groups of up to 10 people is allowed.

§ 9 Stopping sports and leisure activities

It is not allowed to organize sports activities indoors for people over 20 years. The same applies to leisure activities such as organized rehearsals, training and rehearsals for choir, corps and theater. Organized training for top athletes indoors is still allowed.

§ 10 Duty to wear a face mask

When it is not possible to keep at least one meter away, beyond short-term passages to other than household members, bandages shall be used in shops, in the common areas of shopping malls, in restaurants, in religious and philosophical houses, on public transport and indoor station areas, and in premises for culture, sports and leisure activities.
Passengers will wear face masks in taxis. The mouthpiece must be put on before the passenger gets into the taxi, and must not be removed until the journey has ended and the passenger has got out of the taxi. The obligation to wear a face mask applies correspondingly to the driver when there are passengers in the taxi. The obligation to wear a face mask in the first paragraph applies correspondingly to employees in places where it is not possible to keep one meter away from visitors. This does not apply to employees in places where other infection control measures have been implemented for the employees, such as the use of partitions, etc. in accordance with the National Institute of Public Health’s recommendations. The obligation to wear a face mask does not apply to children under the age of 12, or to those who for medical or other reasons cannot wear a face mask.

§ 11 Liability

Trondheim Municipality does not assume financial responsibility as a result of imposed measures.

§ 12 Exemption

The municipal superior may in special cases dispense with the regulations.

§ 13 Punishment

Intentional or negligent violation of provisions in these regulations is punishable by fines or imprisonment for up to 6 months, cf. Infection Control Act § 8-1.

§14 Entry into force, duration and change

The regulations enter into force immediately after announcement and last until and including 8.6.2021. The municipality can extend, repeal and change the regulations.
