The TVL (Reimbursement Fixed Lasten) for starting entrepreneurs looks at the third quarter of 2020. That was a relatively good quarter for many entrepreneurs because there were fewer restrictive measures than other quarters since the start of the corona crisis. SMEs and freelancers can apply if they had a 30% loss of turnover in the first quarter of this year compared to the third quarter of 2020.
Requirements
The conditions for starting entrepreneurs are largely the same as for the general TVL scheme. Entrepreneurs with at least 30% loss of turnover, €1500 fixed costs per quarter and a branch in the Netherlands other than their home address can apply for support. Starting entrepreneurs can apply until 12 July. The maximum subsidy amount is €124,999. The cost of this arrangement is estimated at €90 million.
Start-up entrepreneurs often had limited or no access to the regular TVL scheme, because they did not have turnover data from the reference period in 2019, or because they started after 15 March 2020 and were therefore not eligible for support. The House of Representatives had already insisted on a special measure for this group, but it proved difficult to put together the scheme. For the second quarter of this year, starting entrepreneurs can make use of the general TVL scheme.
