Although the House of Representatives had already approved the measures, the cabinet still had to make an effort to convince the senate. Various parties, including the PVV and the PvdA, believe that the law for access tests in particular still leaves too much room for interpretation. GroenLinks turned out to be indispensable to get the test act through. The party voted in favor in the House of Representatives, and that party could also help the law in the Senate to obtain a majority. The party attached a number of conditions to this.
