The attorney is now filing a complaint in Manhattan federal court. She targets Dermot Shea and Terence Monahan, the two chief executives at the NYPD, and the Democratic mayor of New York, Bill de Blasio, who is the boss of the police in his city. According to James, the three agents “did not train, supervise or stop the agents involved.” It therefore calls for structural reforms and the creation of an external control body. Neither the mayor nor the NYPD has responded so far.
