Yegor Ligachev was a member of the CPSU Central Committee from 1976 to 1990 and a People’s Deputy of the USSR from 1989 to 1992. In 1985-1988, as secretary of the Central Committee of the CPSU, he was responsible for questions of ideology.
In fact, Ligachev was the second person in the party after Mikhail Gorbachev.
