The Minister of Home Affairs (Mendagri) Tito Karnavian alluded to the Regional Government (Pemda) budget which is mostly for personnel expenditure. He smelled a mode of fooling around District head.
“We have traveled to several regions. I do not want to mention, it is not good. Almost all regions have a small proportion of capital expenditure. Capital expenditure is expenditure that goes directly to the community, both for health education and others,” said Tito at the Development Planning Conference. Tito noted that 70% of the budget in the regions is for personnel expenditures, some even up to 80%. This includes operational expenditures, which are ultimately for employees as well.
