AMLO reforms monopolize 64 Legislature

This Friday, the members of the 64th Legislature in the Lower House concluded their last regular session and the agenda was dominated by initiatives or reforms promoted or supported by President Andrés Manuel López Obrador.

Early yesterday morning, the president of San Lázaro, Dulce María Sauri (PRI), reported that in this third year of work they had 69 ordinary sessions, in which they approved 1,258 points of agreement, 289 reforms – mainly promoted by López Obrador or Legislators of the 4Q—, 1,694 initiatives were presented and there were 515 hours of work.

The legislative agenda was dominated by projects presented by the Executive, who formulated 12 initiatives and all were approved.

The first was The Income Law for 2021; followed the Expenditure Budget of the Federation for this year; that of the Income Tax; the Federal of Rights; that of the Afore; as well as reforms to the Law of the Institute of the National Housing Fund for Workers (Infonavit) and modifications to the Federal Labor Office; from Social Security; of the Tax Code and Value Added Tax.

Likewise, reforms to the Electricity Industry Law; to rename the Secretary of Communications and Transportation, by Secretary of Infrastructure, Communications and Transportation; modifications to the Hydrocarbons Law; to regulate outsourcing, and modifications to the Aviation Law.

In this conclusion, the president of the Chamber of Deputies, Dulce María Sauri, said that the 64th Legislature made history for two reasons: because of its integration, which derives from the 2018 federal election, since “it undoubtedly represents a model of change in the political history of the country. And because this is the first Legislature in history in which gender parity was practically reached. For that reason, with full legitimacy, we call ourselves the Legislature of Parity ”.

He assured that with great pain and sadness they lamented the death by Covid-19 of two legislators: Deputy Miguel Acundo González and Delfino López Aparicio, as well as 25 workers of the Chamber of Deputies, who died as a result of the health emergency in compliance with their duty and whose losses are irreparable.

“Despite this pain and the effects, this constitutional power managed to overcome, adapt and not stop its legislative work in parliament, to give a voice to all our compatriots.

“We did not stop the activities of the Legislative Power, we did not fail in our duty and taking precautions and, being responsible with protocols that safeguard the integrity of all of those who work here, we continue working, striving to represent those who gave us their vote and exercising fullness of all our legal and constitutional powers ”, he asserted.

Likewise, the coordinator of Morena, Ignacio Mier, explained that there were about 6,500 initiatives presented, which, he said, is a historical figure for the last 15 years. In addition, about a thousand opinions were voted, of which 70% were from his party, which found consensus.

“It was not a sterile debate and we should be deeply proud. U.S [en Morena] We are, 29 constitutional reforms, guaranteeing the well-being of more than 40 million Mexicans through them is not an easy task.

“Give a social dimension to the expenditure budget and recognize that the only redistributive instrument of wealth that the Mexican State has is the budget and that in this Chamber, with the constitutional reforms, with the laws that were approved, we can guarantee that we are working for the well-being of families ”, mentioned Mier Velazco.
