Not just children under 14 anymore. From Monday even older children, up to 18 years old, will be able to go together with four adults visiting friends or family in the yellow or orange zone. This is specified by the circular of the Interior Ministry that the head of cabinet Bruno Frattasi sent to the prefects to clarify the new rules of the decree which will come into force on April 26 and which introduces substantial changes on displacements and reopening.

Visits to friends and family
The number of people who will be able to find themselves in the same house is therefore expanding. In addition to the nucleus that lives there, no longer just two guests with any children under the age of 14, but four people with even older children. The visits, please note, can take place without any movement limit in the yellow area, only in the municipal area in the orange area while they are prohibited in the red area.

The self-certification remains in the yellow and orange zone
The movements are free again between yellow regions and it will also be allowed to cross an orange or red region (but not stop) to reach the destination. On the other hand, those who move to or from a restricted area must have a self-certification, the one (as it has been until now) that certifies travel for work, health, necessity or return to their residence, domicile or home, or the one that certifies the successful vaccination (with double dose and no more than six months), the recovery from Covid (no more than six months) or the execution within 48 hours of a rapid or molecular swab with negative result. While waiting for the Green pass (which will have to be better regulated by ordinance of the Ministry of Health) for those who will move for tourism or for other reasons between regions of different colors, this certification is necessary, even for children over two years of age.

Free access to second homes
Access to second homes remains free, even if they are in the orange or red zone. As it was before, the move is among those who are included in the return to their residence for which neither the vaccination or recovery certificate nor the tampon is required. If the second homes are located in the yellow or orange zone it will be possible, for the nucleus that lives there, to accommodate up to four people with minor children, if instead it is located in the red zone only the cohabiting family can go there and the vasa must be uninhabited.

Coffee at the counter only outside and take away of drinks always until 6pm
The circular specifies that the reopening of bars and restaurants in the yellow zone until 1 June are allowed only outdoors, with table service or possibly at the counter, but only if the restaurant has it outdoors. Consumption inside absolutely forbidden. The premises can remain open until a time compatible with the curfew which remains fixed at 22, by which time customers must already be home. After 6pm, the sale for takeaway to the premises without the use of the kitchen is prohibited. The sale for takeaway after 6 pm remains prohibited.
