THE “HEALTH EMERGENCY TAX 2 COVID – 19” AND THE GRANTING OF A DAY OFF FOR DONATING PLASMA WAS APPROVED

In the Extraordinary Session of the House of Representatives that began on Wednesday, April 14 and ended at dawn on Thursday, April 15, it was voted urgently to address the Bill approved in the Senate by which a Remuneration Tax will be applied – again and nominal benefits of the active public sector. The same – in general lines – may not affect salaries lower than $ 80,000 (Uruguayan pesos eighty thousand) monthly liquid. In no case will the established tax be deductible in determining the Personal Income Tax (IRPF).

The tax will be determined by applying progressive rates linked to a scale of nominal salaries and benefits:

Up to $ 120,000 = 0%

From $ 120,001 to $ 130,000 = 5%

From $ 130,001 to $ 150,000 = 10%

From $ 150,001 to $ 180,000 = 15%

More than $ 180,001 = 20%

It should be noted that health personnel who participate directly or indirectly in the care process (medical and non-medical workers) are excepted who, as a result of the tasks they perform, are exposed to the contagion of COVID – 19.

The proceeds of this tax will be allocated to the “COVID -19 Solidarity Fund”, created by article 1 of Law 19,874 of April 8, 2020, which serves those sectors that saw their activities interrupted by the health emergency.

The sanctioned Project includes an additional to the “Social Security Assistance Tax (IASS)”Which establishes: create a monthly social security assistance tax that will tax the income corresponding to retirements, pensions, military and police retirements, and similar passivity benefits, served by public, parastatal and private institutions, accrued during the months of May and June 2021. The proceeds of this tax will be destined to the Social Security Bank.

The tax will be applied through progressive rates, which in no case will the amount be less than $ 100,000 (Uruguayan pesos one hundred thousand) liquid monthly.

The Executive Power will apply these taxes in the months of May and June of this year, having the power to extend it for two more months.

DAY TO DONATE PLASMA

On the other hand, and also urgently, the Bill that empowers workers in public and private activity who have contracted the COVID -19 virus and wish to donate plasma, was voted not to go to work on the day of the donation. .

The Internal Affairs Committee met in the “Brig. Gral. Fructuoso Rivera” room, at 2:00 p.m., to elect its authorities and determine the work regime for the course of the year.

The Tourism Commission met in room 9 of the José Artigas Building, at the 14th hour, to elect its vice president and discussed various matters on the Adviser’s agenda.
