KIEV – The concentration of Russian troops on the Ukrainian border has reached its highest point since 2015 in recent weeks. Ukraine is also stirring. President Volodimir Zelenski begs his Western partners for NATO membership: “NATO is the only way to end the war in the Donbas.”
