JakartaTask Force for Handling COVID-19 issued circular (SE) number 12 of 2021. The SE contains the provisions for domestic travel during the COVID-19 pandemic.

The SE was signed by the Chairperson of the COVID-19 Handling Task Force, Doni Monardo on (26/3). In the SE, the test results GeNose as of 1 April 2021 it can be used for all trips, including boarding a plane.

“There is a provision in a new circular, which is number 12 of 2021, and here it has been set to be effective starting April 1, in which the island of Bali by air must use RT-PCR then antigen 2×24 hours and can test GeNose at the airport,” said the Handling spokesman. Wiku said the test results GeNose on (1/4) later it will be widely used throughout the trip. Initially, the use of the GeNose test results for COVID-19 screening was only used for long-distance train passengers.

In the SE, all domestic trips using air, sea, land transportation and private vehicles must show a negative PCR result or GeNose. However, these regulations do not apply to pioneer transportation modes, including in border areas and in 3T (disadvantaged, frontier, outermost) areas.

Here are the rules. Domestic Travel Players (PPDN) must follow the following conditions:

a. Every individual who travels with a private or public vehicle is responsible for his / her health, and is subject to and obeying the applicable terms and conditions.

b. air transportation travelers must show a negative result of the RT-PCR test, the sample taken within a maximum period of 3 x 24 hours before departure, or a negative result of the rapid antigen test, the sample taken within a maximum period of 2 x 24 hours before departure, or the results negative GeNose C19 test at the airport before departure as a travel requirement and filling out Indonesia’s e-HAC

c. Sea transportation travelers must show a negative result of the RT-PCR test, or a negative result of the rapid antigen test whose sample is taken within a maximum period of 3 x 24 hours before departure, or a negative result of the GeNose C19 test at the port before departure as a travel requirement and fill in eHAC Indonesia

d. Performers of sea crossing trips must show a certificate of negative antigen rapid test results, the samples of which are taken within a maximum period of 3 x 24 hours before departure, or negative results of the GeNose C19 test at the port before departure while waiting for the decision to implement the RT-PCR test as a travel requirement and fill in e-HAC Indonesia

e. Specifically for routine trips on the island of Java with the sea transportation mode which aims to serve inter-island limited location shipping, or between domestic ports within an agglomeration area, or by land transportation, both private and public within an urban agglomeration area, it is not required to show a RT-PCR test result letter. rapid antigen test / GeNose C19 test as a condition for travel but random tests will be carried out if needed by the Regional COVID-19 Handling Task Force

f. Intercity train travelers are required to show a certificate of negative RT-PCR test results, or negative antigen rapid test samples taken within a maximum period of 3 x 24 hours before departure, or negative results from the GeNose C19 test at the train station before departure as a travel requirement.

g. Performers of land public transportation trips will be subjected to a random rapid antigen test / GeNose C19 test if needed by the Regional COVID-19 Handling Task Force

h. Individuals traveling on private land transportation are advised to carry out RT-PCR tests or rapid antigen tests whose samples are taken within a maximum period of 3 x 24 hours before departure, or negative results of the GeNose C19 test in the rest area as a requirement to continue the journey and random tests will be carried out if necessary. by the Regional COVID-19 Handling Task Force

i. Specifically for trips to Bali by air, sea and land transportation, both private and public, must show a negative RT-PCR test result or negative antigen rapid test, the sample of which is taken within a maximum period of 2 x 24 hours before departure, or the results negative GeNose C19 test at airports, seaports and terminals before departure as a travel requirement and filling out Indonesia’s e-HAC

j. Filling in e-HAC Indonesia is urged for travelers using all modes of public and private land transportation, except for air and sea travelers who are required to fill in e-HAC Indonesia.

k. Children under 5 years of age are not required to pass the test
RT-PCR / rapid antigen test / GeNose Cl 9 test as a travel requirement

l. If the RT-PCR test / rapid antigen test / GeNose C19 test of the traveler is negative but shows symptoms, the traveler may not continue the trip and is required to carry out RT-PCR diagnostic tests and self-isolation during the waiting time for the results of the examination; and

m. Ministries / institutions / regional apparatuses that carry out functions related to land / sea / air / rail transportation follow up this Circular Letter by issuing legal instruments with reference to this Circular Letter and applicable laws and regulations.
