Missions :
Reporting to the Director of Public Procurement, you participate in the objectives of your department by managing a team of 9 agents (7 market advisers, 7 in charge of procedures and 2 managers) and by implementing procedures in the service of economic performance and legal certainty.
You lead, manage and organize the activity of your team; you define and implement procedures and legal doctrine; you evaluate the performance of your service.
You manage and animate the CADs and juries of Nantes Métropole, Ville de Nantes and CCAS.
In close collaboration with the director of public procurement, you harmonize public procurement procedures and processes, relations with operational departments and you adjust the service offer to the needs of your contacts.
You advise the departments in their choice of procedures, you support them by adapting your offer to their needs and you promote the Public Markets culture (“public markets” intranet).
You manage the information system linked to public contracts and you contribute to development projects concerning it.
You carry out monitoring work in particular by participating in professional networks (urban France, RESECO, etc.).

Profile
Higher education, you master the regulations of public procurement and the legal environment of local authorities. You have a good knowledge of public purchasing. You are an expert in team management and you master the work in project and collaborative mode. Your negotiation, initiative and anticipation skills allow you to manage structuring and transversal projects.
