The poor performance of applicants for public notaries opened the debate about a worrying reality: the poor preparation of lawyers. The ministers César Garay and Gladys Bareiro highlighted the need to review the training of the notarial career in the law schools of the universities.
Minister Eugenio Jiménez followed them in speaking with the following approach:
“Now, what about the lawyers. I am also really concerned about the situation, but not about the lawyers, there are undoubtedly excellent lawyers, models not only in Paraguay but also abroad, but there are also unusual cases such as lawsuits filed in the wrong places. lawsuits filed by non-existent legal entities. Lawsuits promoted by claiming someone else’s property is an unusual thing. And that causes a serious damage to citizens ”, he affirmed.
Jiménez raised the possibility of carrying out a legal modification that allows excluding those who are not prepared for the exercise of the profession. He cited the example of Spain, a country in which a few years ago a modification was made that obliges graduates of the degree to complete a postgraduate degree in order to practice the profession.
In turn, Minister Alberto Martínez Simón highlighted the rigor of the system in force in Korea a few years ago, where of the 40 thousand graduates, only 1,500 are authorized to exercise enrollment.
“And thus the exercise of really suitable people is ensured. And we are going to have a secondary effect that is not minor, I would call it parallel and autonomous: we are going to start regulating the quality of education in law schools and we are going to establish, with the enrollment index, in which schools it is taught better than in others and we are going to start demanding better graduates from the educational community ”, the minister said.
