When buying a first or second larger home in the city, you can get support: when and how to use it

The award procedure itself can prove confusing, therefore Delphi with Ministry of Social Security and Labor (SADM) specialists explain what kind of support individuals and families can expect. Specific cases are provided at the end of the article.

True, it is important to note that this support, although similar, differs from another measure – Mortgage credit for the purchase of the first home with a state financial incentive, which focuses on those planning their first homes in the regions. young families. The latter is provided only in certain areas and only to persons under 36 years of age. You can read more about it HERE.

At that time, residents of any age and anywhere in Lithuania are entitled to a partially reimbursable housing loan. Under this measure, the income of an individual or family is assessed. However, even if you meet the income criterion, this entitlement does not mean that you will receive support. To be eligible for financial support from the state (subsidy) will have to meet other conditions.

“It is important to note that the establishment of an individual’s or family’s entitlement to a partially reimbursable housing loan does not necessarily give rise to an immediate right to a subsidy to cover part of that loan or to cover the initial contribution. additional requirements have been established, ”emphasizes Aida Žemaitytė-Budnikienė, Chief Specialist of the Communications Department of the Ministry of Social Affairs.

Below is information on when a person or family receives the right to a partially reimbursable housing loan and when they receive entitlement to the subsidy, ie receives financial support.

It is important to note that the examples provided are only preliminary, for specific cases it is advisable to contact the municipality where you have declared your place of residence. Specialists will examine your situation and advise you on what to do in a particular case.

Who is entitled to the measure

The right to state partial compensation mortgage loan have individuals and families (but not yet receiving support) who meet one of the following conditions:

1. whose assets and income have been declared for a calendar year do not exceed the amounts of income and assets established by the Law on Monetary Social Assistance to the Deprived (see these amounts HERE or below);

2. acquires the first home in Lithuania;

3. has not owned a home for the last 5 years and has not yet used state support to purchase their first home;

5. A person with a disability or a family with a disability owns housing that is not adapted to the needs of the disabled. Support is provided only for housing owned by a disabled person.

According to these criteria, residents purchasing both the first and the second larger housing are entitled to a partially reimbursed state housing loan (conditions 2 and 4).

Acquisition of housing

What are the income and property requirements

As mentioned above, applicants income and assets held must meet certain requirements. In 2021, the following criteria were set:

• the net annual income (“in the hands”) of a person without a family may not exceed EUR 13,568 and the assets may not exceed EUR 16,512;

• net income of a family of two or three persons (“in the hands”) – 18,944 euros, assets – 33,536 euros;

Although a person or family meets at least one of the five criteria mentioned above (entitlement to a state-reimbursed housing loan), this does not mean that the household will immediately receive state support when purchasing a home. In other words, he only acquires the right to claim the subsidy, but does not receive it yet.

When a subsidy is granted

Subsidy the part of the state-reimbursed housing loan is paid to those borrowers who belong to one of the following groups:

1. persons under 36 years of age or their families have been left without parental care (care);
2. families raising three or more children or children in permanent custody (care);
3. disabled persons or families with disabled persons;
4. young families (up to the age of 36) raising one or more children and families in which one of the parents of the children has died.

According to this procedure, in some cases age criteria also appear (groups 1 and 4). The age of applicants is not limited to large families with three or more children (case 2) and to disabled or families with disabled people (case 3).

Who can expect the most support

The largest support – 20 percent. loan values - can be expected by persons who fall into the first three groups, ie persons who have been left without parental care, as well as families raising three or more children (or adopted children), the disabled or families with disabled people.

In the 4th case – young families (up to 36 years old) raising one or more children and families in which one of the children’s parents has died – 10%. the amount of the partially reimbursed housing loan (or the balance of this housing loan) granted by the state.

The amount of housing loans partially reimbursed by the state shall not exceed:

• 53 thousand. EUR – for a person without a family;
• 87 thousand. for a family of two or more persons;
• 35 thousand. EUR for the reconstruction of owner-occupied housing, regardless of the person’s marital status.

However, the housing you buy can be more expensive.

Who, when and what support can be expected

SADM, pagal Delphi commented on when any family or individual can qualify for a state-reimbursed housing loan and when they will receive a subsidy.

For the sake of clarity, Delphi The examples provided are limited to the city of Vilnius and the maximum allowable income according to which the support would belong.

One 27-year-old buys his first home in Vilnius. a person with an annual net income (“in the hands”) of 13 thousand. Eur.

According to the example provided, 27 m. one person living at the age of 17 is entitled to a housing loan partially reimbursed by the state. However, entitlement to the subsidy for the part of the publicly reimbursed housing loan balance may be acquired at a later stage when one of the following three criteria is met:

– when the person marries and meets the concept of a young family with at least one child (10% subsidy);

– when a person marries and has three or more children (20% subsidy);

– if the person becomes disabled (20% subsidy).

This means that at the age of 27, but who has not yet started a family, a person can apply to the state for partial credit compensation, but he or she will not receive support immediately. At the same time, he will most likely apply for part of the credit to the bank, and the loan will take, for example, for 30 years. Such a person may start a family and raise one or two children after the age of 5, in which case he or she already meets one of the requirements for entitlement to the subsidy and receives 10%. state support.

The first home in Vilnius is bought by a family of two (without children), age – 32 years, annual income of both (in their hands) – 18 thousand. Eur.

According to the example provided, a family of two (not raising a child (ren) when each of the spouses is 32 years old) is entitled to a state-reimbursed housing loan. However, a family may become entitled to a subsidy to pay part of the balance of a partially reimbursed housing loan at a later stage when it meets one of the following criteria:

– when having at least one child, until each of the spouses is 36 years old (10% subsidy);

– when you have three or more children (20% subsidy);

– if at least one member of the family becomes disabled (20% subsidy).

– when you have three or more children (20% subsidy);

– if at least one member of the family becomes disabled (20% subsidy).

In Vilnius, the first or second larger home is bought by a family of four (two children), age – about 40 years, annual income – 22 thousand. Eur
