The COVID-19 outbreak has triggered an unprecedented series of political and economic measures to try to contain its expansion. With a few months lag with respect to Asia and Europe, since March 2020 Latin America has begun to progressively apply measures to face the health crisis, starting with the declaration of states of emergency, which give the central government the power and capacity to centralize a series of decisions that, under other conditions, require the consultation and participation of other powers and levels of government.
