Agrarian Commission analyzes Catastrophic Agrarian Insurance for small farmers | News

Members of the Agrarian Commission, chaired by Raúl Machaca Mamani (Frepap), raised the need to expand the coverage of Catastrophic Agrarian Insurance (SAC) in view of the recent emergencies that many of them have experienced in recent weeks in various areas of the country.

The SAC is a program implemented by the Ministry of Agrarian Development and Irrigation (Midagri), which provides an insurance contract or policy, with which the risk (suffered by a small farmer) is transferred to an insurer, which is responsible for compensating the damage produced by the occurrence of an event indicated in the policy.

The insurance is contracted by Cofide, managed by the Regional Directorates of Agriculture of each Region, is supervised by Difesa-DGA (Technical Secretariat of the Directive Council of the Guarantee Fund for the Field and Agricultural Insurance) and is operated by the companies of insurance.

Precisely, to receive detailed information on the development of said program, the commission invited the director of Financing and Agrarian Insurance of Midagri, Jorge Luis Ordoñez Ruíz

The official reported that in the 2020-2021 agricultural season, the SAC has been hired to protect 2.3 million hectares that, in case of accidents that cause catastrophic losses, could be compensated up to a value of 1.4 billion soles per part of the insurers.

Later, it reported that as of March 8 of this year, 7,613 claims were registered, which were reported by the regional agricultural directorates for their respective attention by the three contracted insurers: La Positiva, Mapfre and Rímac.

As a consequence of the health emergency caused by the pandemic and the occurrence of adverse weather events, said the official, a greater commitment has been achieved on the part of the regional authorities, and “greater coordination with the officials of the Midagri OPAs.”

“Unlike previous years, in this agricultural season the insurer has a maximum period of 30 days to register and 30 more days to open savings accounts and pay compensation to farmers who are beneficiaries of the SAC,” Ordoñez Ruiz said.

Approved opinions

The Agrarian Commission in its second point debated and approved three opinions unanimously.

The first was the prediction relapsed in Bill 6304/2020, which proposes the Law for the promotion of the dairy cattle production chain.

The second was the prediction relapsed in the Draft Law 6143/2020, which proposes a Law that modifies Law No. 29196, Law for the promotion of organic or ecological production.

The third was the prediction relapsed in the Bill 6775/2020 that proposes a Law that declares of public necessity and national interest the execution of the project Improvement of the water service for irrigation in the communities of Ancahuasi, San Martín, San Rafael, Chamancalla and Chaquilccasa, district of Ancahuasi, province of Anta – Cusco.
