No normal human being thought that construction activities would take place there in the winter months. With these words, the mayor of the capital region “Pancharevo” Nikolay Gyurov explained to BTV how the three-storey building in the hunting farm “Iskar”, declared illegal last summer, continues to be built and is almost completed.
During the week Dnevnik team saw on the spot how the construction did not stop despite the opinions of the National Construction Control Directorate (DNCC) and the Municipal Construction Control of the Sofia Municipality in August last year that the building should be removed because it is illegal. At that time, the site was in the stage of completed rough construction to the roof. The contractor of the construction is “Bio Mining” by Rumen Gaitanski-Valka. Now, six months later, the same building has walls and windows, thermal insulation, and the facade has decorative cladding.
On March 9, Dnevnik sent questions to the Pancharevo district about what was happening with the removal procedure. A day later, it was understood from the answers that exactly on the same day (March 9) the statement of findings in question was sent from the region to the Municipal Construction Control Directorate. When asked why the documentation was not sent in October, but only in March, the Pancharevo region explained that “it was necessary to make additional checks.”
The mayor of the region explained to BTV that on November 11 last year. a draft protocol was drawn up and examined in depth. According to him, some questions have been clarified by him and therefore additional checks have been necessary.
“For the last 3 weeks we have not gone to the field for inspection. No normal human being has thought that construction activities will be carried out there in the winter months. – This is definitely a violation by the builder,” said Nikolai Gyurov.
BTV managed to contact the director of the Southwestern State Enterprise (SWDP) – Blagoevgrad, under whose leadership is DLS “Iskar”. Miroslav Dzhuparov was appointed in December 2020 and claims that under his leadership no repairs are being carried out on the farm. However, he failed to explain how the building was almost completed.
“I can attribute what happened to the companies themselves. They are not ordering things from today to tomorrow, maybe even before the inspections themselves, including that the repair works themselves were ordered or paid for,” Miroslav Dzhuparov said.
In early August last year, Gaitanski’s company completed the building under construction – with a roof and load-bearing walls. Then Vladislav Panev, co-chairman of the Green Movement and Democratic Bulgaria, showed on Facebook about the construction of the hunting farm and signaled that it was illegal. The Supreme Administrative Prosecutor’s Office ordered the Ministry of Agriculture, Food and Forestry and the Directorate for National Construction Control (DNCC) to inspect the site. On the grounds that the site is not within their competence, because “it is not of the first, second or third category”, they refer it to the Pancharevo region, in whose territory it is part of the Iskar DLS.
Regional inspectors for construction control visited the site of Rumen Gaitanski-Valka in the state hunting farm and found that there was no construction permit, approved investment project and construction supervision of the site. The Municipal Construction Control Directorate instructs the Pancharevo region to initiate a procedure for removing the building under Article 225a of the Spatial Planning Act (SPA). According to this text, the demolition must be at the expense of the construction company.
