What is the adult relay system?
It is a national system which makes it possible to fight against all forms of exclusion in disadvantaged neighborhoods and to promote professional integration, through the creation of jobs for adult intermediaries. Several positions are to be filled in the three districts of the Loire department (Saint-Etienne, Montbrison and Roanne) in 2021.
The relay adult is a social mediator. It aims to promote the social link between the inhabitants of priority areas of city policy, public services and institutions.
Which employers are likely to benefit from this system?
employers under public law (town hall, departmental council, regional council, public establishments for inter-municipal cooperation, education or health) private non-profit organizations (association, works council) public or private companies responsible for management a public service for missions that do not fall within their traditional competences (public HLM offices and SA) public interest groups.
What are the missions of the adult relay?
They focus, on the one hand, on improving relations between residents and public services, and on the other hand, on social relations in public or collective spaces in neighborhoods in the priority geography of city policy.
Their activities consist in particular of:
- welcome, listen, guide and exercise any activity that contributes to social ties,
- inform and support people in their procedures,
- facilitate dialogue between public services and users,
- contribute to improving or preserving the living environment,
- prevent and help resolve small conflicts in everyday life through mediation and dialogue,
- facilitate dialogue between generations, support and strengthen the parenting function by supporting initiatives taken towards or by parents,
- contribute to strengthening local community life and develop the capacity for initiative and project in the district and the city.
What are the conditions of access essential to the function of adult relay?
The eligibility conditions for the adult relay system are as follows:
- be at least 30 years old,
- be unemployed or benefit from an employment support contract or a contract for the future,
- and reside in a priority district of a city contract.
Only the domiciliation condition may be the subject of an exemption, exceptionally.
What is the training for taking up a job?
As part of its development and professional integration, the employer undertakes to supervise and support the relay adult in a training course, as well as to help him define and implement a professional project. in order to allow him to leave the device in the best possible conditions.
A professionalization plan for adult intermediaries working in the territory is proposed by the State.
What employment contract?
It is a private law employment contract, governed by the labor code. It can be a permanent contract (CDI) or a fixed-term contract (CDD) of up to 36 months, renewable once.
Local authorities and other public bodies, with the exception of public establishments of an industrial and commercial nature, can only conclude fixed-term contracts.
What is the remuneration?
The minimum wage is equivalent to the hourly basis of the minimum wage, or even more depending on the employer’s agreement.
What type of agreement with the employer?
The allocation of an adult relay position is formalized by an agreement between the State and the organizations likely to benefit from the system.
Concluded for a maximum period of three years, it is renewable twice.
