Manicure: When do nail salons open again?

In some federal states, nail salons are allowed to reopen from March 1st. Visits to Lower Saxony and Bremen should be possible again from March 8th.

Update from March 4th: At the Prime Minister’s Conference on Wednesday, the federal and state governments decided on a way to relax the corona pandemic. From March 8, body-hugging services should be possible again, including a visit to the nail salon. In some cases, however, a daily negative corona test can be requested before the appointment in the nail salon.

Update from February 24th: The Administrative Court (VGH) on Friday rejected six urgent motions against the closure of businesses as a result of the new partial lockdown. According to the VGH, the 1st Senate considers unequal treatment of companies in the event of diffuse infection to be permissible because, for example, grocery stores serve the basic needs and thus the common good. Deviations, for example for schools, are also to be justified pedagogically, if not purely in terms of infection protection law.

One of the applicants was a nail salon. You had referred to the unequal treatment to the retail trade, which is allowed to open under certain conditions. The number of infections in the respective areas would also not result in company closures.

The basic right to freedom of occupation is violated by the Corona regulation and the companies suffered enormous disadvantages, admitted the Mannheim judges. But against the background of the planned compensation payments by the federal government, this is proportionate. In addition, maintaining an efficient health system is more important, especially in the interests of corona patients, when weighed up against the concerns of the applicants. The reason for the lockdown is to reduce social contacts and thus the spread of the virus.

Origin message: In individual federal states, including Schleswig-Holstein and Saxony, not only hairdressing salons but also nail salons are allowed to reopen from March 1st. The situation is different in Lower Saxony, Bremen and Hamburg: Cosmetic and nail salons have to remain closed. Facilities for medically necessary treatments such as podiatry or medical foot care are excluded.

According to HWK Bremen, the Bremen Senate had already banned the loophole for mobile, body-friendly services, i.e. home visits, in the Bremen Corona Ordinance in February. This includes manicures or cosmetic treatments.

Many customers are currently wondering when the nail salons will open again.

  • What is meant by the term “medical foot care”
  • Cosmeticians are also allowed to offer medical foot care. However, a distinction is made between medical foot care by podiatrists and permission-free medical foot care by service providers outside the health sector.
  • Polologists are providers who are certified by health insurers and who provide their services on medical prescription. The medical necessity of their service is thus confirmed by the doctor. If beauticians practice a supposedly medically justifiable foot care, the burden of proof against the controlling public order office lies with them themselves.

In Hamburg, too, personal care services are still prohibited. The Senate agreed the new government resolutions on February 11th. Previously, the President of the Hamburg Chamber of Handicrafts, Hjalmar Stemmann, called for a “Hamburg Way” that also allows artisanal cosmetics companies to open on March 1st.

The next federal-state consultations on the corona requirements are scheduled for March 3rd. Then it could be possible to determine when the nail salons will open again.

  • What the federal states are planning
  • Baden-Württemberg: The state allows medical foot care. A medical mask or FFP2 / KN95 / N95 mask must be worn. According to the Chamber of Crafts (HWK) Stuttgart, these medical treatments can also be carried out without a doctor’s prescription.
    Bayern: According to the HWK Munich, medical foot care is still allowed. However, only if it has been prescribed by a doctor or is carried out under medical supervision. Foot care services to people with at least care level 2 are permitted, however, since these are viewed as care services.
    Berlin: Medical foot care is still allowed in Berlin.
    Brandenburg: The state allows foot care that is not purely cosmetic.
    Bremen: Mobile services such as manicures or cosmetic treatments are prohibited. Medically necessary treatments are exceptions.
    Hamburg: Body care services are still prohibited in Hamburg. This does not apply to medically necessary foot care services.
    Hessen: As the HWK Frankfurt-Rhein-Main writes on its website, businesses (e.g. nail and foot care) that provide hygienically necessary services are allowed to open from March 1st, subject to strict adherence to the hygiene measures.
    Mecklenburg-Western Pomerania: The website of the state of Mecklenburg-Western Pomerania states that both medical foot care (podiatry) and cosmetic podiatrists can open their practices and shops and – depending on the area of ​​responsibility – carry out medically, therapeutically and nursing treatments. Mobile offers are also possible if the protective measures are observed. Purely cosmetic treatments are not permitted.
    Lower Saxony: Cosmetic and nail salons are not allowed to open from March 1st. Facilities for medically necessary treatments such as podiatry or foot care are excluded.
    North Rhine-Westphalia: Services and craftsmanship in medical foot care are still allowed in NRW – regardless of whether you have your own medical license.
    Rhineland-Palatinate: In Rhineland-Palatinate, services in foot care facilities that serve medical reasons are permitted.
    Saarland: According to the Saarland Broadcasting Corporation, new regulations for the Saarland are to be decided tomorrow.
    Saxony: In Saxony, foot care companies are allowed to reopen from March 1st. According to the state site, however, a hygiene concept is a prerequisite for this, which provides for weekly testing of company owners and employees as well as the wearing of medical masks.
    Saxony-Anhalt: According to the updated regulation, foot care services are permitted in Saxony-Anhalt with the exception of decorative measures on the foot. The general hygiene rules must be observed. Customers must also wear mouth and nose protection and make an appointment online or by phone in advance.
    Schleswig-Holstein: Prime Minister Daniel Günther announced that in Schleswig-Holstein not only hairdressers, but also nail salons will be allowed to reopen from March 1st. The current Protection Ordinance, which is valid until February 21, is unchanged in terms of content.
    Thuringia: As the MDR Thuringia reports, there should be no special rules for the corona lockdown in Thuringia. So far, the country has not yet updated its regulation text.

The operator of a nail salon in Stadthagen has already had to fire two employees, as reported by the Haller Kreisblatt. Tanja Lifke cannot understand why differences are made between the industries. A gray approach or stepped cut that has grown out does not look nice, but if gel nails grow out, it can be very painful.

In response to a request from the Federal Association of Cosmetics and Foot Care Companies about the current mood, we have not yet received a statement.
