The leader of the Guinean opposition accompanied by members of his cabinet, last Tuesday in Sékhoutoureyah, handed a memorandum to President Alpha Condé.
It was following his tour of Republican institutions, with a view to contributing to peace and national harmony.
Among the recommendations formulated for this purpose, the acceleration of the construction of road and energy infrastructures, without which, specifies Mamadou Sylla, development will be “mortgaged”.

MEMO FROM THE OPPOSITION LEADER
FOR THE ATTENTION OF HIS EXCELLENCE THE PRESIDENT OF THE REPUBLIC PROFESSOR ALPHA CONDE
Excellency, Mr. President,
You took the initiative in 2014 to create the status of leader of the opposition and to make it a republican institution certified by the adoption of a law to this effect. This decision was motivated to improve the quality of the political environment of our country which, unfortunately, is marked by repetitive and deadly crises. This climate is not conducive to making Guinea a politically stable, economically attractive, socially peaceful, and humanly united and fraternal country.
With the help of God and in accordance with Guinean laws, I have the honor to assume the charge of Leader of the opposition, which requires me to ensure to maintain a current of fraternal, constructive exchanges , responsible and productive with you and with your government. In fact, it is useful and imperative to favor dialogue at all times in order to jointly find solutions to the problems of our country.
Responsible and constructive dialogue is a necessity to allow Guinea to recover, to heal the multiple wounds that our society has in memory. In my place, I will implement in all circumstances this way of “doing politics differently” to “oppose otherwise”.
The present in our country is particularly difficult. The resurgence of Ebola fever in our territory increases the concerns of our compatriots while the COVID19 pandemic is not eradicated. These additional difficulties must encourage all of us, both rulers and ruled, to unite in order to face together against the evils which beset us and which are capable of annihilating the efforts and sacrifices of several years. To succeed in this we need peace, national harmony and serenity.
Excellency, Mr. President,
This memo that we present to you is intended to clear the paths allowing us to contribute to the appeasement and national harmony that we all need. In this regard, we welcome the creation of the permanent framework for political and social dialogue under the chairmanship of the Prime Minister.
The institutionalization of political and social dialogue through open and inclusive national consultations is an opportunity to make uncompromising diagnoses of the evils that plague our society and our country in order to therefore consider the ways and means of providing solutions. remedies.
We thank you in advance for revising upwards the number of places allocated (two) to the opposition. The effective establishment of this framework in the near future will also be welcomed by all political and social actors.
Excellency, Mr. President,
Political relaxation is necessary to restore a favorable business climate in our country. To do this, we offer the following avenues:
Settle the liabilities of the political crisis: As you know, our country emerged traumatized by the electoral processes of the year 2020. Several dozen people remain imprisoned. This situation is a national concern. In order to help calm people down and reduce political tensions, we suggest that you use your influence to settle the liabilities of the post-electoral crisis.
This mainly concerns political detainees whose cases deserve to be examined in a more humane manner by their release, or by provisional freedoms accompanied by judicial controls. When justice has finished its office, we are convinced that you will have the leisure to use your right of pardon. It is of great importance for our country to turn this dark page in our history in the right direction.
The reopening of land borders with neighboring countries: Rural populations, in particular peasants, are affected by the closing of borders with our neighboring countries. Several sectors of our economy such as carriers and traders find themselves penalized. Our productive capacities for export are reduced, not to mention the loss of market share. This situation has reinforced the harmful effects of the COVID-19 pandemic in the country by accentuating poverty and the difficulties for our populations.
We thank you for having signed with your counterpart from Sierra Leone the reopening of the border with this brother country. We encourage you in spite of everything to go in this direction with all of our neighbors because our collective destinies are intimately linked.
The need to consolidate living together and national unity: The Guinean people are subjected to several tensions of all kinds which are tearing our national fabric apart.
The sad tragic events in Macenta at the end of December illustrate the nervousness and the recurrent use of violence to manage minor contradictions. It is essential to restore and consolidate living together, without which national cohesion will be shattered. However, development is only the dividend of national cohesion. Your charge recommends taking into account all the children of Guinea without any discrimination, particularly with regard to the enjoyment of human rights, fundamental freedoms and full citizenship for all.
It is by this path that we will be able to restore confidence between Guineans and national institutions. The development and safeguard of our sovereignty are only the dividends of understanding and national harmony.
Elimination of the recurring causes of political crises in Guinea: Guinea has too long suffered from violence resulting from socio-political crises which cause human and economic damage and loss of prestige for our country. We need to carry out an in-depth diagnosis of the factors of the socio-political crises which hamper the progress of our country. The primacy of the law to consolidate the foundations of the rule of law is already urgently needed to restore the authority of the State.
The electoral experiences of these three decades are not satisfactory because too often a source of disputes and violence. At our level we will in the near future, organize within the opposition an in-depth reflection in order to make consensual proposals to rethink the entire electoral process. An exhaustive and sincere register of the electorate, a depoliticized regulatory body and a reliable administrative apparatus will undoubtedly make it possible to organize credible, transparent and peaceful elections for Guinea in the future.
The devolution of power should no longer be an opportunity to endanger stability and peace.
Govern differently to break down structural economic and social rigidities The economic potential of our country is a true blessing from God. We have not yet succeeded in making our country “the economic powerhouse of West Africa”. It is not yet late to correct this reality as well as possible.
To this end, we must change the paradigm in economic and social governance to end endemic poverty. To do this we must:
1) Encouraging the creation of new wealth in promising sectors such as agriculture, fishing and tourism will enable us to meet the employment needs of our young people.
2) Accelerate the construction of road and energy infrastructure without which development will be jeopardized.
3) Modernize the national economy by investing in digital and digital technologies in order to create new value chains to boost economic growth.
4) In other words, we need to produce more and produce better to increase the supply.
Subsequently, it is necessary to ensure a more equitable sharing of the fruits of labor. We have a lot of people who are by the side of the road and who cannot find prospects, especially young people and women. We must rectify this situation by investing more in vocational training and the education of children. As we have said to you, we will suggest to you at the end of the thematic work that we will organize, avenues likely to help us improve the effectiveness of our economic and social policies.
Excellency, Mr. President,
We are at your side for anything that may be useful for the entire Guinean people. We are also at your side to challenge you when we consider that your action could put the interests of our country and our populations in difficulty. We have an obligation to respectfully tell you the truth so that together we can build a fraternal, reconciled and prosperous country. The patriotic leap is vital to counter Ebola and COVID-19 outside our country. Let us help us succeed in the national interest.
