It was confirmed that 93% of the licenses for medical personnel who were revoked over the past six years were restored through reissuance, while the passage of the bill to revoke the licenses of medical personnel sentenced to imprisonment or higher was not found.

According to the office of Rep. Nam In-soon of the Democratic Party on the 27th, a total of 163 applications for re-issuance of medical personnel’s licenses from 2015 to 2020 came in, and 152 cases (93%) were cited, and the license was re-issued.

The largest number of reissuances was doctor’s license, with 100 cases, followed by 28 nurses, 21 oriental doctors, and 3 dentists.

In particular, from 2016, the number of applications for reissuance of licenses and reissuances both increased steadily, and in 2015, 2016, and 2018, the reissuance rate was 100%.

By year, the number of applications (citations) is 14 (14) in 2015, 9 (9) in 2016, 19 (18) in 2017, 20 (20) in 2018, and 41 in 2019. (38 cases), 60 cases (53 cases) in 2020.

In particular, 8 doctors were reissued last month. The reasons for revocation of their licenses were when they were sentenced to probation from imprisonment for violating the medical law, such as acquiring unfair economic benefits, when they opened a medical institution with a person who could not become a medical institution founder, or when they taught unlicensed medical practice.

The previous day, the National Assembly Judiciary Committee attempted to process amendments to the medical law that would allow the license to be revoked for medical personnel who were sentenced to imprisonment or higher at the entire meeting, but opposition parties decided to reconsider at the next meeting.

The bill prohibits re-issuance of licenses for medical staff until five years after the end of the sentence and two years after the expiration of the probation period after the sentence is executed. After a certain period of time, the license can be reissued. In addition, in the case of punishment for medical malpractice, the license was not to be revoked.

The Korean Medical Association (Medical Association), which rebelled against the bill, even discussed a general strike, including refusal to vaccinate against the new coronavirus infection (Corona 19).
