IG Metall boss on the future of Airbus Bremen: “Fear is very real” – Economy in Bremen: Latest news

The first authorized representative of IG Metall Bremen, Ute Buggeln, worries about the future of the Bremen Airbus location. (Frank Thomas Koch)

In a few weeks, both the employees and employers want to present their future vision for the Bremen location. Why are you making wing equipment a separate topic so shortly beforehand?

Ute Buggeln: Because the wing equipment and the associated process chain is a central core competence and thus a guarantee for the future of the Bremen location. The company has now signaled to us several times that they intend to withdraw the wing from Bremen in the medium term, and in exchange they are offering a work package that would prevent Bremen from being directly involved in aircraft construction in the future. We do not accept that and therefore openly take up the debate about the location.

Is the situation really as dramatic as the Bremen works councils draw it – in other words: a break in the wing equipment in Bremen could lead to the end of the entire location?

I expressly share that. The wing equipment and the close interaction between engineering and production guarantee the importance of the Bremen location in the Airbus Group. Therefore, the fear of simply being exchanged during the next restructuring without this core competence is very real. And when that happens, it is only a matter of time before the work packages of the other companies are put to the test. The aerospace location Bremen thrives on its diversity. We use all our strength to maintain this.

There are various points that speak against the wing equipment in Bremen. For example, the long transport routes from Broughton via Bremen to Toulouse or the production costs, which can be cheaper at other locations. Both arguments cannot be dismissed out of hand.

These are not strong arguments. On the one hand, there are always countries where labor costs are cheaper and working conditions are worse. On the other hand, Bremen works efficiently, profitably and successfully in this segment – in terms of costs as well as quality and reliability. And the argument about high transport costs has now reopened a decades-old debate among the workforce about swapping the A320 wing from England. As a result, not only the transport costs but also CO2 emissions could be reduced considerably and the Bremen location could even be strengthened. This example shows that there is no alternative to the Group’s plan.

Group Works Council Chairman Holger Junge and COO Michael Schöllhorn also sit at the table during the talks about the future of the site. Why is it not enough for site management and local works councils to work out a concept together?

Negotiations only at the local level are no longer sufficient for group companies. We have therefore enforced our demand for a future concept for the Bremen location at group level. And if the joint process is to run successfully and stably, the central decision-making levels in the group must be included.

Should the wing equipment actually be relocated to another location: Which one would you consider appropriate and what time horizon would you assume?

The company remains vague on both issues. We suspect a relocation within the next three years to the English location Broughton, which also specializes in this work package. But again: all of this is far from set in stone for us. And politics also has a say in this matter. After all, Airbus is a European company that is built up with taxpayers’ money and continues to be actively supported and promoted. The company would have to explain to the federal government in more detail why a core competence in Bremen should be relocated to England, which also means that the aerospace industry in Germany is losing a system-relevant ability in aircraft construction. This is exactly the debate we are having now.

The interview was conducted by Maren Beneke.

To person

Ute Buggeln trained as a commercial clerk at the Lloyd shipyard and joined IG Metall at the age of 16. She has been the first authorized representative of the union in Bremen since February 2020.
