Financial plan: Vollersode cannot balance budget – Osterholzer Kreisblatt: Latest news

Vollersode. The first look at the budget 2021 of the municipality Vollersode is deceptive. In the budget for results, there is a deficit of 110,500 euros in planning. And also in the financial budget, which represents the actual cash flow for a year, 3800 euros are missing to compensate. The interesting number is a little lower in the budget: Under the heading Payments for investment activities there are 3.08 million euros. Behind this is a payment from the Hambergen community to Vollersode for the takeover of the new daycare building in Wallhöfen. Vollersode had it built on its own account. Since the responsibility for the kindergartens has been with the municipality since the beginning of this year, it has taken over the building and offsets the construction costs.

Vollersode did not take out a loan for the realization, explained treasurer Marco Ehrichs when presenting the budget to the council. This results in a negative financial position as of December 31, 2020. The planning results at the end of this year in cash and cash equivalents of more than 2.37 million euros if the investments planned for 2021 are taken into account. 277,000 euros are for the purchase of an area for a building area, 130,000 euros for the final expansion of the street Am Fuhrenkamp and 10,000 euros for the establishment of a new playground. 200,000 euros are to be invested in the streets in the Wallhöfen residential area.

According to the budget, Vollersode is expected to collect around 2.74 million euros in taxes. 120,000 euros more than in 2020. Income tax in particular is expected to rise by more than 100,000 euros. Vollersode benefits from lower levies. For the district levy, however, she has to transfer more to the Osterholz district, although the rate has been reduced from 50 to 47.5 percentage points. This is due to the increased tax force of the municipality, which is included in the calculation of the district levy. However, the total community levy will decrease. With 706,000 euros, Vollersode pays around 100,000 euros less than in 2020. The bottom line is that 1.93 million euros are deducted from the tax income for levies. This leaves Vollersode around 800,000 euros for tasks. In addition, there is the income from the concession fees of the electricity and gas suppliers of 81,000 euros.

Even after the kindergartens have been taken over by the integrated community, daycare costs remain one of the largest budget items. The entire community is assuming a deficit of around 2.2 million euros, which it will repeat for the five member communities. The shares are calculated using a key that takes half of the taxpayer and the number of children into account. Vollersode has to carry 27.79 percent. That corresponds to 613,842 euros. If Vollersode were still responsible for the kindergartens itself, the municipality would have to raise 707,000 euros. This includes the deficits of the kindergartens and a reimbursement to the joint community, which was previously responsible for the crèches. The reimbursement has so far been made through the joint community levy. Seen in this way, Vollersode will save around 93,000 euros with the handover in 2021. The earnings budget is also not burdened by depreciation for the day-care center.

135,000 euros are earmarked for road maintenance. Another 35,000 euros can be used to make use of the building yard.

Heinrich Oetting (SPD) was satisfied with the plan. But chamberlain Marco Ehrich warned. The deficit in the earnings budget could be offset by reserves. But it would also be important to balance future budgets. In financial planning, this would not be the case until 2024. And how the pandemic will affect nobody knows. Oetting referred to the development of new building areas. Funds are planned in the budget for purchasing space. Many municipalities see a growing population as an opportunity to increase their income through income tax.
