As the Lighthouse is no longer in its plans, Groupe Dallaire now plans to start construction of two new towers of around 20 floors on Laurier Boulevard by the end of 2022. A project of approximately $ 200 million.
These new constructions will be carried out on the former grounds of the Ozone Hôtel Bar and the Batifol restaurant. The real estate group had spent $ 11 million to buy this 100,000 square foot site in 2014.
The president of Groupe Dallaire wants to build two residential towers there, one of which could be a retirement home. The vocation of each building “is not yet final”. This project could also be done in collaboration with another company.
Last week, the Dallaire Group was unable to say the number of units that this new development could contain.
In 2014, management hoped to develop 350,000 square feet of commercial and office space as well as 240 condos at this location.
“We are active on the old Ozone file. Our people are working on two rounds, ”said President Michel Dallaire, who recently took stock with The newspaper on its future sites.
“For this site, we have discussions with groups specializing in residences for the elderly,” he continued, specifying that different scenarios are analyzed.
Zoning
The businessman mentions that these two new towers, which could emerge from the ground at the same time, will respect the zoning already in force. Construction could take place over a two-year period.
If the tramway in Quebec does not succeed, the Dallaire Group does not hide that the main lines of this project could be reviewed.
Remember that since the fall, Mr. Dallaire and his organization are no longer directly involved in the Le Phare project. The COGIR Immobilier group is now piloting the construction of the four-tower complex in Sainte-Foy, valued at nearly one billion dollars, whose name is HUMANITI.
Mr. Dallaire plans to act as a silent investor in this development. He worked for a dozen years on Le Phare.
Among the other projects of Groupe Dallaire, the Quebec City promoter, which still has 130 million square feet of land available for development, is continuing phase one of the Chauveau Innovation Space. Investments of approximately $ 90 million are planned within three years.
The Dallaire Group is currently erecting a 250,000 square foot building on this site for the company Distribution Stox, which specializes in automotive tires and accessories.
Like another project, the promoter plans to start this spring the first phase of 212 doors of a new residential complex in Charny, on the South Shore. The $ 40 million investment will include the exit from the land of apartment buildings as well as single-family homes.
In addition, the Dallaire Group recently started the second phase of its residential project Domaine Le Gendre, in Cap-Rouge.
“Thirty of the 70 new lots have already been sold,” said Dallaire, who said he saw strong demand for new construction.
Sisters of Charity: Michel Dallaire will not return to the charge
Michel Dallaire will not come back to convert the agricultural land of the Sisters of Charity into a housing complex. This mini-city project is definitely buried for the real estate developer.
“It’s the most beautiful philanthropic project that I haven’t been able to work on. Unfortunately, when the government decided not to allow this land to be reintroduced into the urban perimeter, it put a nail on the coffin of development, ”said the businessman at the head of Groupe Dallaire.
Last December, the Terres d’Espérance limited partnership, created by the Jules-Dallaire Family Foundation, chose to return to the Sisters of Charity the land acquired in 2014 for nearly $ 40 million. Groupe Dallaire had been working on this project for over six years. The profits from the sale of the units, the aim of which was to deliver the first ones by 2030, were to be used to support various charities.
6,500 housing units
In 2014, when the site was unveiled, Groupe Dallaire wanted to build approximately 6,500 housing units including townhouses and townhouses, condos and apartments. Commercial spaces, a school and a community center were also to emerge.
“Anything that came out of these developing land had to be returned to our foundation and that of the Sisters,” Mr. Dallaire recalled. “It would have made an incredible contribution to philanthropy in the region. ”
It was in 2019 that the Ministry of Municipal Affairs and Housing sealed the fate of the project after once again refusing the City to include these lands in the Québec Agglomeration Development Plan. Several citizens were also opposed to the realization of this development.
“I don’t see a window where it could be possible to develop these lands. Before these lands are reintroduced into the urban perimeter, it will take a few decades, I think. The project was not feasible within a reasonable timeframe, ”says Mr. Dallaire.
Despite the fact that he has given up on this philanthropic development, the real estate developer says he is convinced that one day, these lands will develop because of their location. In December, The newspaper wrote that the Sisters of Charity did not abandon the idea of developing these lands with or without the Dallaire Group. Currently, they have an agricultural vocation.
