Meteorology. What is the “cold weather” plan activated in several departments?

In forecast of extremely low temperatures and snow arriving this Tuesday, Pas-de-Calais, Manche, Somme and Oise have triggered the “great cold” plan.

In the North, this is reflected in the requisitioning of 90 additional hotel places in Roubaix and Tourcoing and the opening of accommodation places in the centers of Hazebrouck, Dunkirk, Douai and Valenciennes. “Increased vigilance is required of firefighters, rescue services, police and gendarmerie”, indicates the prefecture which announces an “extension of the schedules of the marauding integrated services of reception and guidance (SIAO) on the ‘whole department and the increase in the hourly amplitude of day reception “.

In addition, the mayor of Paris on Monday called on the government to trigger this plan “very cold”.

What is the “extreme cold” plan

Since 2008, the prefectures have been responsible for triggering the extreme cold plan in order to promote care for people potentially in danger due to the cold. Despite the departmentalization of the system and the flexibility of the trigger criteria, a good number of prefects have decided to keep the thresholds which previously prevailed.

Three thresholds

– Level 1 (“Cold weather”) is triggered when the perceived temperatures, positive during the day, settle between -5 and -10 ° C at night.

– Level 2 (“Great cold”) is when the temperatures are negative during the day and they are between -10 and -18 ° C at night.

– Finally, level 3 (“Extreme cold” / red level) is declared when the night temperatures are below -18 ° C.

In addition, the saturation of emergency systems may lead certain prefectural services to raise the level of vigilance a notch.

What measures?

Among the measures that can gradually be put in place, we find the opening of additional emergency accommodation places, the reinforcement of the staff of 115, the night opening of day centers, the intensification of marauding and mobilization. the police to identify people who may need to be sheltered.
