The incident in Rochester, New York state, happened on Friday. The recordings of the Bodycam have only now been published.
When the girl refuses to get into the police car, the police are said to have used pepper spray.
The chief of police and the mayor of Rochester condemned the operation. The mayor called for an internal investigation. The two cops were suspended.
Only last March there was a critical police operation in Rochester: The African-American Daniel Prude suffocated after an arrest. The police chief then resigned.
