The Reynerie – Mirail University – Bellefontaine district covers 288 ha and has 20,161 inhabitants (2014 INSEE data).
The overall architecture of the district corresponds to the project carried out in the 1960s and 1970s by the Candilis-Josic-Woods team as part of the Zone à Urbaniser en Priorité (ZUP) of Mirail, “mirror” in Occitan.
Mirail-University
Surrounded by wide avenues and the Rocade, the Mirail University district is characterized by the presence, in its center, of the university pole of the University of Toulouse Jean Jaurès, which has more than 25,000 students. It is bordered to the east by the Vauquelin business park and to the west by a vast green space: the University Park.
To the west, the priority district, mainly residential, groups together both high-rise apartment buildings and single-family housing estates (also present in the south of the district).
Bellefontaine
In the South, Bellefontaine is the site of the first achievements of Candilis and his team, leaving a large place for landscaped green spaces.
In 2006, the Grand Projet de Ville was an opportunity to completely restructure the slab and the main avenue, giving rise to demolitions, renovations of housing and redesigns of public spaces.
Subsequently, the commercial place was also the subject of a complete redevelopment. Housing today is mostly collective and social in nature. This district hosts several structuring facilities: the Alban Minville cultural center, the second chance school, a swimming pool under renovation …
Reynerie
Located to the west of Toulouse, the Reynerie district is home to a castle, its orangery and its gardens which are part of a former 18th century estate. The estate changed owners several times during the 19th century. In 2008, at the end of an auction, the Toulouse town hall acquired the castle, the orangery and the park.
Place Abbal is the heart of the district (shops, public services) and is connected to rue de Kiev which links avenue de la Reynerie to the lake and the park.
These three neighborhoods are now part of the major national urban renewal program. The operations initiated since the 2000s with different time frames, depending on the neighborhood, have resulted in improvements in the living environment, housing conditions, services and public facilities.
They are bound to change their physiognomy in the years to come.
Sector team
It defines, organizes, implements and leads the participation processes of Toulouse residents (public meetings, working groups) and coordinates neighborhood projects. It provides the interface between neighborhood mayors, associations / residents and partner services on daily issues and on projects.
This team includes territorial agents dont :
A area manager which drives neighborhood projects, participation and local responses. He is also responsible for the sector team.
Of district referentsr who process proximity requests. They are the interlocutors of the services and contribute to participation in the territory.
A secretary which assists the sector team in administrative missions and participates in the organization and monitoring of local democracy bodies.
