Tribune: Doctor Ibrahima Kalil Kaba at Foreign Affairs, a merit built by fate

Time combined with celestial circumstances had certainly given their approval, so that the merit built by an unfathomable fate would be rewarded. Because, the simple evocation of his pseudonym, Lilou, in any Guinean environment, involuntarily provokes an overflow of inexhaustible compliments.

After the very noticeable impatience of Guineans to know the members of the first government of the first term of the fourth republic, the first decree finally fell on the night of Tuesday, January 19, 2021. Among the lucky nominees, a certain Doctor Ibrahima Kalil KABA, Lilou for the close friends. Previously Minister Director of Cabinet at the Presidency of the Republic, appointed to the post of Minister of Foreign Affairs and Guineans Abroad. It was not necessary, so that his many compatriots who enjoyed his varied services, saturate the web with his images and messages of congratulations posted. The networks of telephone operators overloaded with calls, everyone making it their duty to share the news of their appointment, the good news inside or outside the country. What could have been obscured, quickly turned into an event full as an egg, which would unleash general attention.

Certainly, Dr. KABA is the new Minister of Foreign Affairs and Guineans Abroad, he takes the head of a new department, but does not brave a new mission. Because, for a good period, Doctor Ibrahima Kalil KABA has been the emissary of the Head of State, Alpha Condé in many parts of the world. Especially in China, America, Europe, Russia and some African countries. It is therefore not surprising that all the chanceries greet and congratulate his appointment. It is a merit coupled with recognition of the many missions accomplished within the framework of strengthening cooperation relations between Guinea and theirs. Guinea’s foreign policy is no longer a secret for Dr. KABA. Not even the mysteries of international relations, in which he became one of the actors by force of fate and thanks to his mastery of diplomatic issues. Keen on new technologies, he is a senior executive who broke with slowness and red tape by using them efficiently.

But why all this euphoric atmosphere aroused by his appointment ?

So much does man cultivate humility, the true one, which he would have called a thousand times that nothing is said or written about his qualities. Dr. Ibrahima Kalil KABA is from the reservoir of Guinean executives in the diaspora, but he, at no time was disoriented, despite many years of study and working life spent in the country of Uncle SAM. A fortiori, accepted to be intoxicated by the privileges and honors linked to the high functions he has assumed since his diligently requested return to the fold. This is why alert observers warn loud and clear that his choice is guided by a divine spirit. Because socially speaking, Lilou has innate easy contact. Very welcoming, always listening to others, knowledgeable and discreet facilitator. Aren’t these qualities that define a good diplomat?

Despite its enormous burdens and status, Lilou is in no way represented at a death, baptism, wedding or birthday when invited to do so. It always comes in nobody on time, not just to show off, but to blend in with everyone. Those who knew him a long time ago say that about his family education. Modest, jovial, helpful and available, so many qualities that have earned him the nickname the big brother of the little ones.

Lilou is this high clerk of the State to we have only learned to prioritize the social over the administrative, in a country where social demand is disproportionate and recursive, in addition to being a lesson in life must be a principle for a frame. He provides selfless and instant service and promotes young executives without any consideration. In short, as in a thousand words, Dr. KABA benefits from the return of the elevator.
