One of the proposals of the Citizens’ Climate Convention was to oblige the energy renovation of all dwellings by 2040. A new restriction should help achieve this goal. France has nearly 5 million thermal strainers, or 17% of the building stock, according to the General Commission for Sustainable Development. These homes are those that consume the most, with an energy performance diagnosis (DPE) classified F or G. However, since January 1, it is impossible to increase the rent of these homes in around thirty French cities.
Paris, Marseille, Bordeaux or Toulouse
A decree published on December 31, spotted by Le Figaro, and entered into force on January 1, provides that “The increase in rent is only possible when the primary energy consumption of the dwelling is less than 331 kWh per square meter and per year “. This therefore concerns thermal strainers. 28 municipalities are concerned, including Paris, Marseille, Bordeaux, Strasbourg, Lille, Lyon, Grenoble and Toulouse.
The government had, in fact, said in favor of the abolition of thermal strainers. In December, the Minister in charge of Housing said to herself “In favor of this measure taking effect in 2028, as provided for in the proposal of the Citizens’ Convention”, in an interview with daily. Emmanuelle Wargon added that the rental of the most energy-consuming colanders would be banned by 2023.
A faster decision than expected
The possibility of blocking rents had also been mentioned, but it had to be part of the bill resulting from the citizens’ proposals and come into force. “After the vote of the law”, had specified the minister. Finally, the executive went faster than expected by prohibiting the increase in rents for thermal strainers as of the transition to the year 2021.
