ASSUMPTION.- The Deputy Minister of Financial Administration, Marco Elizeche, pointed out that the need to establish unemployment insurance, on the one hand, and an emergency fund, as in the case of the pandemic, on the other, entered the official agenda.
“It is a rich experience, to address the pandemic, it gives us the guideline that we must have long-term programs from an emergency fund. We will have the possibility of creating a sovereign fund for emergencies, ”Elizeche said.
He himself indicated that on the side of the Social Security Institute, the emergency of job loss due to pandemic was addressed in such a way that in fact it turned the subsidy for formal workers into a kind of unemployment insurance.
“The IPS itself (subsidy for laid-off workers) was invented on the fly. We must design and see how we are going to finance it, because we have a rigid budget, but we have to see, “he said.
As for Pytyvo, Elizeche said that the continuity of the payment after the last (third) payment is not foreseen, unless another emergency arises, in which case it must be done through Congress.
He recalled that those who were accredited to collect the third Pytyvo, but who did not do so, the amounts will automatically return to the Ministry of Finance.
