Decree n ° 2020-1695 of December 24, 2020 taken for the application of articles 7 and 8 of ordinance n ° 2020-1694 of December 24, 2020 relating to the organization of examinations and competitions during the health crisis arising from the covid-19 epidemic
>> This decree sets the technical and procedural guarantees to ensure equal treatment and the fight against fraud applicable for the organization of access routes to bodies, job executives, grades and jobs of public officials of the function civil service, the judiciary and magistrates during the period between January 1 and April 30, 2021 inclusive.
It thus specifies the conditions for using videoconferencing and electronic means of communication for the organization of access routes and deliberations by juries and selection bodies, in particular the guarantees offered as well as the technical characteristics of the devices likely to be be used, including when it is impossible to convene a jury or a selection body in one and the same place.
For access routes to the civil service, the decree also sets the applicable procedure for adapting access methods, in particular with regard to the number and content of examinations. It sets out the conditions under which candidates for internal competitions may be admitted in the event of postponement of these competitions. In addition, for the State civil service, it recalls the procedures for using the additional lists in order to fill vacant posts. For other public functions, it fixes the date on which the title or diploma must be obtained when it is required on the date of establishment of the ranking list of candidates declared admitted by the jury.
Finally, the decree provides for various provisions relating to the continuity of the organization of access routes during the health crisis arising from the covid-19 epidemic.
Coming into force : the decree comes into force on January 1, 2021
