Environment. Wild deposits: video protection to identify polluters

Tuesday, December 15, all the contents of an apartment were found on the sidewalk, knowingly left near the voluntary drop-off points located on rue du Vieux-Collège. The ballet started in the morning – 10:07 a.m. for the first deposit, a sofa bed – then intensified throughout the day to end with a last road trip around 4 p.m. with three mattresses, a cot, stools and dozens of boxes. The equivalent of 2m3 were thus dumped on the public highway, which constitutes an offense punishable by law. “We could not let this go by, which is why we decided to exploit video protection to identify the perpetrators of these incivilities ”, fulses Patricia Renaux, deputy mayor of Thionville delegate for the Environment.

Legal pursuits

On Wednesday, the environment brigade was seized for the removal of abandoned objects. The municipal police, at the mayor’s request, viewed the images from the various cameras and, by cross-checking, were able to identify the offenders thanks to the vehicle registration record. “We no longer hesitate to use video protection to find the perpetrators of crimes of this kind”, indicates Vanessa warden, assistant to the head of the municipal police. All the more so as a simplified municipal transaction procedure in connection with the prosecution of the Thionville judicial court makes it possible to speed up the processing of the file. “If the perpetrator is identified, we send him the invoice to be paid to the City – 522 euros in this case – there are two solutions, either the person pays within fifteen days and there will be no criminal proceedings, or she refuses and then exposes herself to criminal proceedings (up to 1,500 euros), ”recalls Vanessa Gardien. Unauthorized deposits, whether they are carried out in the city or in the forest as is often the case, are a scourge which the City intends to put an end to by using all the logistical, legal and judicial arsenal possible. So, like the municipality of Ottange, Thionville will take a decree to raise the fixed fine for illegal deposit using a vehicle to 1,500 euros instead of the 68 euros currently in force.
