The project
Construction of a swimming pool in Basse-Ham is an idea carried for years by the Thionville Portes de France agglomeration community. A first 18M € project was put on hold for a while because it was too expensive. A second was created, it is 12M €. The model , presented last summer, suggests an attractive equipment.

The part of the Moselle Arc
The Moselle Arc was associated with the first studies; 300,000 € have already been paid. The community wisely disassociated itself from the pharaonic cost of the first project. The new version made it possible to reopen the debate in June 2019. The elected representatives of the CCAM had remained there until Tuesday evening: meeting in plenary session in Buding, they chose to put their hand in the wallet. This interest stems from the fact that the CCAM finances the organization of the swimming pool activity for schoolchildren in the area.

What was negotiated
Currently, schoolchildren from the Moselle Arc frequent the swimming pools of Val de Fensch, Breistroff and Bouzonville. Tomorrow, 19 municipalities will be able to send children to Basse-Ham. Bernard Guirkinger, Vice-President in charge of Finance, detailed: “This would represent 6,100 admissions per year, or € 32,000. […] We left on the basis of what we are currently spending ”. Continuing the presentation, the elected representative explained that the negotiations with Portes de France had focused on a fixed commitment for 20 years to which must be added € 200,000 to support financial balance. In the end, the Moselle Arc proposes to pay € 800,000. That is 6.6% of the cost of the operation. “There will be no surprises, even if tomorrow we send more children to the swimming pool”.
“It is actually an investment aid; we will not go into operation, ”insisted President Arnaud Spet. Pierre Heine considered the proposal reasonable. Jean Kieffer rightly underlined “a political decision, which marks the rapprochement with Thionville”. Pierre Zenner, president of the La Magnascole union (Kœnigsmacker), did not wish to participate in the vote. The rest of the assembly voted this proposal as one man.
The CCAM is considering using a loan; rates are currently running at 0.90%.
