The heads of state and government of the EU used the financial lever at their summit in Brussels this week to fend off the ideological challenge posed by illiberal governments such as those in Hungary and Poland. Will that be enough? Will it bring Viktor Orban and Jaroslaw Kaczynski back to EU legal territory? According to the arguments of the Hungarian and Polish governments, they never left it.
