Apple and Disney + must also offer 30 percent European content

As early as 2018, the EU voted on what kind of set of rules they would like to give streaming providers to ensure sufficient diversity and fairness. The result, among other things, is a minimum quota for European content that Netflix and Amazon must have in their programs. This is 30 percent, and both Netflix and Amazon should be around this value.

In the meantime, other services have come onto the market in Europe, especially Apple TV + and Disney + are of course in the foreground. Both Apple and Disney also have to adhere to the rules set out in the so-called Online Safety and Media Regulation Bill are held. Neither of the two is currently even close to 30 percent, even if you include content that was produced in Great Britain – this area will also be included after Brexit.

In broad terms, the proposed Bill seeks to provide for:


  • the establishment of a multi-person Media Commission, including an Online Safety Commissioner
  • the dissolution of the Broadcasting Authority of Ireland and the assignment of all the present functions of the Authority to the Media Commission
  • the transposition of the revised Audiovisual Media Services Directive, including those provisions of the Directive relating to the regulation of video sharing platform services
  • the establishment of a framework for the regulation of online safety to address the proliferation of harmful online content to be administered by an Online Safety Commissioner
  • the provision to the Media Commission of appropriate compliance and sanction powers, including the power to seek the imposition of administrative financial sanctions
  • a requirement for video on-demand to register with the Media Commission to allow an up-to-date list of such services to be maintained
  • an obligation for video on-demand services to meet a quota of 30% European Works and ensure the prominence of such content in their catalogues
  • an obligation for professional video on-demand services which provide news and current affairs content to meet the same journalistic standards as required by television broadcasters


That means, if the named candidates want to continue to offer their service in Europe, you have to ensure that you either have European series and films produced or that you secure the rights and include them in the catalog. Since Apple does not yet offer a particularly huge library, this will certainly be a little easier for the Cupertino group than for Disney.
