This announcement follows the recommendations set out in the report of the National Director of Public Health which were also made public Wednesday morning.
The report – which aims to protect the health of the general population, but especially among young people, where vaping is a real scourge – makes seven recommendations.
In addition to the aromas and flavors, as well as the maximum concentration of nicotine now limited to 20 mg / ml in all products, the report notably mentions the adoption of a specific provincial tax on vaping products and the reduction of points of sale. vaping products near educational institutions.

This announcement was very positively received by the Quebec Council on Tobacco and Health (CQTS), which is particularly pleased with the decisions on flavors and concentrations of nicotine in e-liquids.
“Reducing the aromas is an important thing, because it decreases the appeal among young people. This is what we have to be aware of, ”indicates Annie Papageorgiou, CQTS general director.
Access and attractiveness of products – which are mentioned in the report – are also important aspects and it will be essential for the government to focus on them quickly, believes Ms. Papageorgiou.
“I can’t wait to have a clear timeline,” she continues. There, they give us the seven recommendations, but when will the framework be in effect? We don’t know and I can’t wait to find out. “
Contraband worries
The Association québécoise des vapoteries (AQV) also welcomes the decision to reduce the concentrations of nicotines in products. However, she fears the repercussions of the disappearance of aromas and flavors in e-liquids.
“Reducing nicotine levels is indeed a thoughtful way to better protect young people from the ‘harms’ of nicotine, but banning flavors is, in my opinion, a very bad idea because it could create even more harm. problems with the supply of aromas on the internet and the vapoteur risks putting anything anyhow, ”argues Valérie Gallant, general manager at the AVQ.
The Ministry of Health did not respond to the Journal regarding the timelines for the entry into force of these new frameworks.
