But since the community needs care places for small children, the planned construction of a day nursery is at the top of the agenda alongside the need to save. The construction of the crib is one of the largest investments that the budget of the lake community is planning for the next year and at the same time one of the reasons for taking out a loan.

Day nursery: total requirement is 2.3 million euros

As Kraus explained in the course of the budget consultations in the municipal council, the total requirement for the construction of the crib at around 2.3 million euros. In 2021, EUR 1.015 million has been set for this. It is expected that the shell of the new building will be reached by the end of 2021. The financing of these and other investments is only possible through new borrowing, despite a withdrawal from reserves of a good 2 million euros. The Credit needs next year is 1.07 million euros. Over the entire planning period from 2021 to 2024, it will increase to around 3.1 million euros. But building the crib is not enough, especially since the budget of the lake community also provides for the construction of a forest kindergarten at a new location. Road construction work and broadband expansion have an impact

The fact that it is so tight is also due to the financial effects of the corona pandemic. Corona makes planning difficult

As soon as the repayment burdens increase in 2022 and in the following years, the municipality must also significantly improve its allocation values. Since an economic upswing can be expected from 2022, the municipality will probably manage this too. “But the effects of the pandemic are so dynamic that I am not yet daring a reliable forecast,” emphasized Kraus. According to the current state of affairs, it is not possible to raise further pending investments through loans, because otherwise the community may become over-indebted. “Therefore, Taching should try to provide the appropriate liquidity for further investments, such as the extension of the Tenglingen fire department equipment house or the renovation of the primary school building in the course of a rapid development plan.” have acquired the necessary land. Kraus therefore recommended that the local council immediately take the first steps towards land-use planning. A solid financial foundation can be created by selling building land. Until then, the community must go into economy mode and grapple with the question of whether certain projects can be afforded at all. “Due to the tense situation, excessive or unscheduled expenditure should be avoided as far as possible.”

Surplus “anything but satisfactory”

In the draft, this administrative budget, which is estimated at 4.23 million euros, is almost identical to the planned volume in the asset budget. Bernhard Kraus presented the planning approaches that are of greater importance. “A surplus of 139,000 euros, which is to be expected if the transaction is carried out as planned, is anything but satisfactory,” emphasized the treasurer. The small plus should also be seen from the perspective of the current pandemic situation. The tax revenue expected for 2021 including the revenue from traffic monitoring was estimated at 2.46 million euros.

Kraus also pointed out that the legislature allowed the taking out of loans for expenses of the administrative budget, i.e. to cover consumable expenses, Corona conditionally temporarily, which is normally not allowed in municipal budget law. Otherwise, borrowing would have to be limited to the asset budget, because the borrowing must always be matched by values. However, Kraus advised against making use of this exemption.
